Description: The National Institute of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Urologic Oncology Branch (UOB), Office of Acquisitions (OA) plans �to procure on a sole source basis an Agilent Seahorse XFe96 Analyzer from Agilent Technologies 2850 Centerville Road Wilmington, DE 19808, UNITED STATES The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-(b)(1)(i) using simplified acquisition procedures for commercial acquisitions and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334516 � Analytical Laboratory Instrument Manufacturing (1000 employees). This will be awarded as a severable firm fixed price type contract It has been determined there are no opportunities to acquire green products or services for this procurement. BACKGROUND The Urologic Oncology Branch (UOB) is focused on studying hereditary urologic cancer at the clinical, genetic and molecular levels.� UOB performs clinical research contributing to the development of surgical and diagnostic procedures, therapeutics against human Genitourinary Cancer. UOB has clinical surgery tumor sample banking, tumor cell lines, patient blood or other samples in branch repository. The UOB is supporting ongoing establishment of CCR Metabolomics Core and current research needs one Agilent Seahorse XFe96 Analyzers to perform the following tasks: measures the rate of change of the two major energy producing pathways (dissolved oxygen and pH) in living cells, simultaneously measure the cells - mitochondrial respiration and glycolysis.�� Therefore, a sensitive measurement of the media flux can be used to determine rates of cellular metabolism with great precision and in a totally non-invasive, label-free manner.� Agilent Seahorse XF metabolic analyzers is the only commercially sole source instruments for pre-clinical research that in a microplate, in real time.� This acquisition is one of major equipment as shared working horse with array of other instruments in UOB.� PRODUCT SPECIFICATIONS/SALIENT CHARACTERISTICS The analyzers shall be able toperform the following tasks: 1) Study of cellular metabolism by providing pre-calibrated, pre-tested reagents for measuring metabolic phenotype, mitochondrial respiration, glycolysis, and fatty acid oxidation in live cells. 2) Simultaneously measures oxygen consumption rate (OCR) and extracellular acidification rate (ECAR) of living cells. 3) Up to four test preclinic compounds can be added automatically to each well during the assay. Measurements may be performed before and after each drug is added. �The following product features/characteristics are required for this requirement: Measure real time mitochondrial respiration rate and glycolysis level, OCR and ECAR rate are calculated in 2-5 minutes using data acquired every 14 seconds Measure adherent cells without requiring trypsinization; suspension cells can be measured using tissue attachment medium. Four (4) compounds injection ports must be available. 25?L Injection volume for Agilent Seahorse XFe96, each compound injection must be pneumatically controlled. Cells/microplate shall remain viable following an Agilent Seahorse XF assay and used for another assay. Measurements may be repeated indefinitely to measure kinetic responses. Data display shall show OCR and ECAR data simultaneously. Temperature controlled measurement chamber shall be maintained at 37�C � 0.5�C. Agilent Seahorse-supplied Wave software must be provided integrated data analysis, and able to be exported into MS� Excel for transfer into other statistical analysis programs, software must be unlimited-use license for NCI users. WARRANTY The Contractor shall warrant that any instruments, equipment, components, or other supplies (�Supplies�) procured by this purchase are free of defects in design, material, or manufacture for a period of at least one (1) calendar year from date of acceptance by the Government. The Contractor shall warrant that all consumables or expendable parts are free of defects in design, material or manufacture for a period of at least 90 calendar days from date of acceptance by the Government. Supplies which are repaired or replaced shall be warranted for the remainder of the initial warranty period or for 90-days � whichever is greater. The Contractor shall also warrant and imply that items delivered are merchantable and fit for use for the particular purpose described in this contract in accordance with FAR 52.212-4, Contract Terms and Conditions � Commercial Items. DELIVERY / INSTALLATION It shall be delivered within 45 days of the purchase order award. All shipping/handling (including FOB) and delivery/installation fees shall be included in the quote. Upon delivery, Contractor shall notify the NCI Technical Point of Contact (TPOC) to schedule the installation date and time that shall occur within 7 business days after delivery. Installation shall be performed by, or under the direct supervision of, a certified operator. The Contractor shall deliver and install the equipment at the following address: 9000 Rockville Pike Bethesda, MD 20892-425 Technical Point of Contact (TPOC): TBD TRAINING Contractor shall provide in-person, on-site user training at a time specified by the Technical Point of Contact for up to 30 users. Training pricing must be included in the quote. SPECIAL CONSIDERATIONS REGARDING DELIVERIES DURING COVID-19 The Contractor shall store or retain all supplies furnished under this order until notified by the NCI Contracting Officer, COR, or technical point of contact (TPOC) of a delivery date. The Contractor shall deliver supplies no later than 30-days after notification. The Contractor shall not sell supplies furnished under this order to another company or party if the NCI is unable to accept delivery due to conditions related to COVID-19. Training and installation as required by the Statement of Need may be delayed due to conditions related to COVID-19. If services provided under this order are delayed, the Contractor shall provide all services at different times and dates at no additional cost. The Contractor shall direct all courier and delivery services � including those not operated by the Contractor (e.g. FedEx, USPS, UPS) � to follow the instructions in this section. All companies delivering to the NIH main campus must comply with Commercial Vehicle Inspection Facility (CVIF) access procedures. Upon arrival, the CVIF will provide a list of buildings and loading docks to delivery personnel. Deliveries will be logged in at the loading dock, and the loading dock contractor or Government personnel will attempt to contact the TPOC listed on the package. In the event that the TPOC is unable to accept the package, the delivery shall not be left at the loading dock station. The delivery must be returned to the Contractor, and the Contractor must coordinate with the TPOC to deliver on another date at no additional cost. Deliveries can only be made between 6:00 a.m. and 4:00 p.m. EST, Monday � Friday, excluding federal holidays. NOTE: Companies delivering to Building 10 will be required to complete additional steps including a brief medical screening before unloading and entering to make deliveries. These steps are necessary to protect patients and staff. Delivery personnel may also be asked a series of questions related to recent travels and any physical symptoms known or suspected to be relevant to COVID-19. To the best knowledge of the Urologic Oncology Branch (UOB), the Agilent Seahorse XFe96 analyzer is the only known brand name instrument that would accomplish preclinical reviewing projects in UOB. The instrument will allow the lab to carry out investigations with tumor banking activities from daily tumor tissue delivered to lab, with a high definition level and accuracy. The instrument will better meet the rapid efficient tissue procurement needs, scientific data from tumor samples, and precision not possible with other comparable methods and lab equipment. UOB has reviewed potential product(s) on the market, and no product was identified to potentially meet UOB�s urgent needs. In addition, to the best UOB�s knowledge, the device possesses all functions for performing multi tasks for translational and preclinical assays in UOB�s lab. Therefore, the NCI plans to procure the analyzer from Agilent Technologies. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. �The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can perform the requirement.
