***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, OFFICE OF ATMOSPHERIC RESEARCH (OAR) INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), HYDROID, INC. �OUT OF POCASSET, MA FOR SEAGLIDER SPARE PARTS. ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S DETERMINATION THAT HYDROID, INC. IS THE ONLY COMPANY CAPABLE OF PROVIDING SPARE PARTS FOR THEIR SEAGLIDERS. tHE SEAGLIDER SYSTEM IS A PROPRIETARY TECHNOLOGY OF THE uNIVERSITY OF WASHINGTON THAT HYDROID, INC DEVELOPS AND MANUFACTURES UNDER AN EXCLUSIVE LICENSE. The replacement of faulty parts are necessary because if these parts are not changed the performance of the Seaglider is compromised and the effectiveness of the mission is jeopardized, potentially increasing damage or risk of loss of the Seaglider. Since Hydroid is the only licensed sole provider of the spare parts for the Seaglider, they are the only supplier for which these parts and accessorIEs can be purchased from. These spare parts are specifically designed to work with the Seagllider and there are no compatible replacement parts that can be purchased outside of the agreement that would work with the Seaglider. Therefore, trying to adapt parts that are not authorized through the license agreement would not be compatible with their hardware and software and would render the Seaglider unusuable. dELIVERY IS REQUESTED W/IN SIXTEEN WEEKS OF AWARD. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
