- Synopsis Solicitation # 9531BM20Q0008 Solicitation: 9531BM20Q0008 Agency/Office: National Transportation Safety Board Location: Acquisition and Lease Management Division Title: Computer Simulation Aircraft Data Package COMBINED� SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The National Transportation Safety Board (NTSB) solicits your quote for a computer simulation which shall require an accurate mathematical model of the aircraft of interest, contained in the aircraft data package in accordance with Section C � Statement of Work of the Request for Quote (RFQ). This Request for Quotations (RFQ) will result in establishment of one (1) purchase order. Award will be made to the Quoter whose quote conforms to the�RFQ and represents the best value quote based on an evaluation of price and non-price factors. The solicitation number for this requirement is 9531BM20Q0008. This solicitation is issued as a Request for Quotation (RFQ). This requirement is issued under small business set aside. The associated NAICS code: �511210, Software Publishers and PSC Code: 7030 IT Software. The small business size standard is $41.5 million. BACKGROUND The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- highway, marine, railroad, and pipeline -- and issuing safety recommendations aimed at preventing future accidents. DESCRIPTION OF REQUIREMENT The Vehicle Performance Division in the Office of Research and Engineering (RE-60) determines the motion of vehicles in transportation accidents and analyzes the physical causes of that motion. The Office of Research and Engineering Division has a need for an Aircraft Beechcraft King Model 200 data simulation package.� The aircraft data package shall represent the aerodynamics of the airplane, the control surfaces and control inputs, ground interactions, and a propulsion model including engine controls.� To ensure accuracy, the simulation aircraft data package must be validated against flight-test data.� DELIVERABLES Thirty days after contract award. BASIS FOR AWARD The Government may award one (1) firm fixed-price contract to the responsible contractor whose contract proposal that conforms to the solicitation, will be most advantageous to the Government, price and other non-price factors considered, such that it provides the best value to the Government. Best value is defined as the procurement process that results in the most advantageous acquisition decision for the Government that is performed through an integrated assessment and trade-off analysis between price and non-price factors. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. CLAUSES AND PROVISIONS Review the Standard Form (SF 1449) which is attached hereto and incorporated herein for to review the applicable clauses and provisions of this requirement. SUBMISSION OF QUOTATION Your quotation with supporting documents� must be received no later than 5:00 p.m., Eastern Standard Time (EST), on� August 17, 2020.� LATE� QUOTES� MAY� NOT� BE� CONSIDERED� in accordance with Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors - Commercial Items. Offers shall be transmitted via email to: Jacqueline M. Kennedy Email: Jacqueline.kennedy@ntsb.gov The maximum size of an email, including attachments, which the NTSB email server can accept is 15 megabytes (MB). Therefore, the Contractor may choose to send their proposal in separate emails, if the combined file size of any email received by the NTSB email server will exceed 15MB. Contractors are encouraged to remove excess graphics from their proposals to ensure proposals remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your proposal at the email address of the contact specified above by the proposal due date.
