- Notice of Intent for award of sole, for USFWS Alaska Conservation Genetics Laboratory to purchase one 3730xl DNA Analyzer from Life Technologies Corporation located at 3175 Staley Road, Grand Island, NY 14072 USA. The Conservation Genetics Laboratory (CGL) must upgrade its Life Technologies 3730xl DNA Analyzer instrument. To address upcoming critical spare parts obsolescence, and discontinuation of Windows 7 support by Microsoft, Life Technologies has launched a refreshed 3730xl Genetic Analyzer system. The upgraded 3730xl will include a solid state laser with a longer expected shelf life and will support Windows 10 for increased IT security. The existing 3730xl instrument currently in the CGL will be serviced through December 2020. Starting in 2021 the level of support that will be provided may be affected by circumstances beyond LifeTechnologies control, including but not limited to the inability to source spare parts. The CGL currently uses the 3730xl daily for all fragment analysis. An upgrade to the new 3730xl will allow the instrument to use the Windows 10 operating system mandated by IRTM. THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL The PSC code is 6640LABORATORY EQUIPMENT & SUPPLIES, the NAICS Code is 334516 Analytical Laboratory Instrument Manufacturing and the size standard is 1,000 employees. The U.S. Fish & Wildlife Service (USFWS) intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-2 Urgent and Compelling, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, to Life Technologies Corporation. The acquisition is essential in meeting the mission of FWS genetics laboratories is the ability to produce high quality reproducible data. To accomplish this, the CGL relies on the use of validated protocols. The ability to maintain consistency between procedures is crucial to genetic analyses. FWS laboratories and partner laboratories (NOAA Fisheries and Southwest Fisheries Science Center) have worked for years to create standardized data sets to be used between the laboratories. Without consistency in generating transparent quality data sets this extensive collaboration would not be possible. The Life Technologies 3730xl instrument and GeneMapper software is central to the generation of genetic data through fragment analysis for the CGL. The instrument currently owned by the CGL represents an investment of hundreds of thousands of dollars. If this upgrade was not completed and repairs could not be made to the obsolete instrument there would be no way for fragment analysis work to continue in the CGL. No solicitation or request for quote is available for this procurement. Any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 07/24/2020, by close of business to be considered. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government. Interested vendors may identify their interest and capability to respond to this requirement for consideration. Responses must include an explanation of how their machines could and would integrate seamlessly into the existing USFWS infrastructure. Notice of Intent for Award: The US Fish and Wildlife Service intends to award a sole source requirement to Life Technologies Corporation Life Technologies is the exclusive vendor of the 3730xl refreshed DNA Analyzer and GeneMapper software used daily by members of the CGL and does not have any authorized agents, distributors, or dealers. Since Life Technologies is the sole vendor of the 3730xl refreshed DNA Analyzer, it is the only known source that can meet Agency requirements. If you disagree with this sole source, you may submit a statement of capability and proof of previous work for this requirement for consideration.
