Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source Firm-Fixed-Priced contract modification to GCI, 11111 Sunset Hills Rd. Suite 400, Reston VA 20190-5374. The purpose of this modification is to procure additional Basic Advanced Communication Architecture ACA Radio Network Interface (BARNI) Terminals to support integration, testing and updates at several fielded locations. This allows maintaining the current BARNI baseline configuration for initial support, while simultaneously allowing concurrent integration, testing and updates using an additional BARNI Terminal. The award of this effort is anticipated in the first quarter of fiscal year 2021. This synopsis is published for information purposes only.� (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). � GCI was selected during a competitive procurement in 2016 as the sole producer for the BARNI software uniquely designed for the ACA architecture. GCI not only developed the communications equipment suite that emulates a portion of the ACA known as the Basic ACA BARNI terminal, they also maintain the technical data package and documentation for the BARNI software. As such, GCI is the only uniquely qualified source that currently possesses the required technical knowledge, expertise, data and facilities required to meet the Government�s immediate need to integrate and update the BARNI software at the field sites within the required time and budget available to meet the U.S. Navy Fleet requirements.� This requirement will be procured in accordance with Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.� The North American Industry Classification Systems (NAICS) code for the supplies anticipated needed herein is 336414.� Subcontracting opportunities should be sought directly from GCI at the following address (a) 11111 Sunset Hills Rd., Suite 400, Reston VA 20190-5374; (b) Attn: Jeff DuPrey. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement, which shall be considered by the agency.
