Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is RFQ-20-4329-RS02 and is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This acquisition is being set-aside for total small business concerns. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 and the Product Service Code (PSC) is J047, small business size standard is $16,500,000.00. This combined synopsis/solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-69 and the Service Contract Labor Standards statute in effect through Title 29, Part 4 of the CFR. General Item Description:� The USDA, ARS, South East Fruit and Tree Nut Research Laboratory (SEFTNR) located in Byron GA. has a requirement to replace the evaporative cooling systems installed in four greenhouses in accordance with the statement of work (SOW). The successful bidder will be responsible for obtaining any Federal, State, or Local permits that are required to complete the process and abide by all Federal, State, and Local regulations governing the process. Due to the urgency, interested contractors must be reasonably able to start work upon notification of award � projected award date is 21 Aug. with a prospective start date of 24 Aug. 2020. WAGE DETERMINATION:� Service Contract Act wage rates are applicable to this project. Current prevailing wage determination(s) at time of issuance of solicitation are Wage Determination Number: 2015-4495, Revision Number: 11, dated 12/23/2019. Scheduled site visit is Thursday the 13th of August 2020 at 10:00AM EST. Failure to visit the site prior to submittal of quote can be grounds for rejection of quotation. Quote Submission Instructions: 1. Read the solicitation in its entirety (including the SOW). 2. The quote should include any other documentation deemed necessary such as references. 3. Quotes must be submitted via email by 11:59 PM Eastern Standard Time, Wednesday Aug 20, 2020, by email to William.Rengstorf@ars.usda.gov. �This is a Simplified Acquisition and will be awarded under FAR 13.106 procedures. Award of the contract resulting from this solicitation will be made to the responsible offeror whose proposal offers the ""best value"" to the Government, which may not necessarily be the quote offering the lowest price nor the highest technical advantage. In the event two or more offerors within the competitive range are considered essentially equal in terms of technical competence, the Government reserves the right to award to the offeror with the lowest realistic price. The Government may elect to conduct discussions with offerors whose quotes are technically acceptable (or which may be expected to be made acceptable by moderate modification) and fall within the competitive price range. The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty.
