- SYNOPSIS This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 - Synopses of Proposed Contract Actions. The US Army Corps of Engineers (USACE), Portland District intends to award a sole source, firm-fixed price contract with Doble Engineering Company, 123 Felton Street, Marlborough, MA, 01752-1999. The purpose of this acquisition is to purchase for Portland and Seattle Districts the Enoserve Relay Testing Software (RTS) for multiple years as shown below. No other brands are allowed as they are not compatible with the existing system. Software and maintenance can only be provide by Doble Engineering Company as these products are proprietary to this company. First (base) year � Period of performance would be for the duration of 1 year (dates to be determined) USACE Portland District (NWP) � RTS7-Main, Enoserve RTS Software upgrade for 8 keys USACE Seattle District (NWS) - Enoserve RTS Upgrade + software keys: RTS7-ALB������������� Software RTS7-ALP������������� 2 Fast-test keys RTS7-Doble����������� Doble driver RTS7-Megger�������� Megger driver Second year � Period of performance would be for the duration of 1 year (dates to be determined) USACE NWP � RTS7-Main, Annual maintenance and upgrades for 8 keys USACE NWS - RTS7-Main, Annual maintenance and upgrades: RTS7-ALB������������� Software RTS7-ALP������������� 2 Fast-test keys RTS7-Doble����������� Doble driver RTS7-Megger�������� Megger driver � Third year � Period of performance would be for the duration of 1 year (dates to be determined) USACE NWP � RTS7-Main, Annual maintenance and upgrades for 8 keys USACE NWS - RTS7-Main, Annual maintenance and upgrades: RTS7-ALB������������� Software RTS7-ALP������������� 2 Fast-test keys RTS7-Doble����������� Doble driver RTS7-Megger�������� Megger driver The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR Subpart 13.106-1(b) � Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code used is 511210 - Software Publishers. The size standard as defined by the U.S. Small Business Administration is $41.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a quote to the contracting officer before the notice end date. If no affirmative written responses are received by 12:00 PM Pacific Time on 20 August 2020 an award will be made without further notice. Oral communications are not acceptable in response to this notice. Electronic responses and questions shall be submitted via email to the point of contact at dawn.r.simpson@usace.army.mil. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The US Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
