Description

This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation FAR Part 13 Simplified Acquisition Procedures for Commercial Items. The ACC-APG Tenant Contracting Division, Aberdeen Proving Ground, MD intends to award a Firm-Fixed Price sole source supply contract to Stead & Wilkins Limited. The objective of this contract is the acquisition of a Pressure Chamber for the US Army Aberdeen Test Center, Aberdeen Proving Ground, MD. The Aberdeen Test Center needs a pressure test chamber built to test and calibrate copper crusher gauges and spheres. The test chamber must be able to simulate a real large caliber weapon system pressure time curve. The test chamber must have a piston on top that is able to be struck by a drop tower to provide the impulse for the pressure wave. The chamber must be large enough to hold at least seven M11 crusher gauges. It must be able to be pressurized up to 120,000 psi. Stead & Wilkins designed and manufactured this pressure vessel to be used in the 1998 NATO trials that were conducted in the UK. The US was part of these tests. This company still has the design and ability to manufacture this test chamber that was successfully used before. There is no other company identified at this time that has a proven working chamber specifically designed for crusher type pressure gauges. The North American Industry Classification System (NAICS) for this requirement is 334519. Posting date of this requirement is 5 August 2020. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM Eastern Daylight Time, 18 August 2020. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This is not a Request for Quote. This is a written notice to inform the public of the Government's intent to award on a sole source basis the required services.
