- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Research Institute of Environmental Medicine (USARIEM) to procure an Accuri C6 Plus System without competition as prescribed in FAR 13.106. Specifically, the Government will procure this system manufactured by Becton, Dickinson and Company. The Military Nutrition Division requires the use of flow cytometry, a technique used to detect and measure physical and chemical characteristics of a population of cells or particles. A flow cytometer that provides the following features is required. The product must have a two laser/four filter array with capability for 488 nm Excitation (Filter 1: 530/30, Filter 2: 585/40, Filter 3: 675/25) and 640 nm Excitation (Filter 4: 675 LP). Also, it must not exceed a footprint with fluid Bottles (H x W x D) 11 x 21.5 x 16.5 in. (27.9 x 54.6 x 41.9 cm). It is important that the product has software that can open, edit, and analyze data files saved with .c6 extension, and be able to upload template programs saved as .c6t extension. The system must be compatible with institute built Win 10 OS workstation, and be able to operate without network connection and to have all patches and updates pushed via Enclave. The software needs to be capable of statistical analysis of data. The flow cytometer must be able to process cells prepared in both FACS and MACS buffer.� The current flow cytometer stopped operating while being used for a research study and a new flow cytometer being requested is to replace it. As previously stated, the flow cytometer must have certain functions and features in order to meet the Government�s needs. The BD Accuri C6 Plus flow cytometer is the only flow cytometer that meets these requirements. In addition to this, the existing flow cytometer and software are proprietary, and only sold by one company. In order to be able to combine previously collected data from the old flow cytometer with newly collected data, the same machine and software systems are required. Purchasing a different machine would prevent combining data collected from the old flow cytometer with the new flow cytometer. This would require repeating data collection to recoup the data collected on the old machine. This would unnecessarily put additional research volunteers at risk, delay research, and result in the loss of up to $300K in study-related expenses. The North American Industry Classification System (NAICS) for this requirement is 334516 and FSC 6630. This announcement fulfills the synopsis requirements under FAR 5.102(a)(1) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name sole source only.
