- The United States Army Mission and Installation Contracting Command - Yuma Proving Ground (MICC-YPG), U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to award a Firm-Fixed Price (FFP) contract on a sole source basis with Airborne Systems of North America of NJ Inc., 5800 Magnolia Ave, Pennsauken, New Jersey 08109-1309.The United States Army Yuma Proving Ground (USAYPG) has a requirement for SOLR 3000, SOLR Booster Pump and RA-Series Oxygen Pocket design for the Military Free Fall School (MFFS) system for a maximum deployment altitude of 25,000 ft. mean sea level. The current oxygen systems in use does not have enough oxygen storage capability to sustain a jumper for the required amount of time if operating at maximum altitudes. Additionally, the oxygen pump currently in use does not have the ability to fill bottles over 2,000 psi. Updated storage vessels have 3,000 psi storage capability. Without procurement of a higher psi bottle and required oxygen pump the Airborne Test Force (ATF) will not be able to support upcoming testing requirements of personnel parachute systems. ATF has a capabilities gap with regards to oxygen support systems. The current military free fall (MFF) system has a maximum deployment altitude of 25,000 ft. Mean Sea Level (MSL) requiring oxygen from deployment altitude done to 9,999 ft. MSL. The current oxygen systems in use does not have enough oxygen storage capability to sustain a jumper for the required amount of time if operating at maximum altitudes. Additionally, the oxygen pump currently in use does not have the ability to fill bottles over 2,000 psi. Updated storage vessels have 3,000 psi storage capability. Without procurement of a higher psi bottle and required oxygen pump the ATF will not be able to support upcoming testing requirements of personnel parachute systems. The Airborne Systems North America (ASNA) is the manufacture of the current MFF parachute system which is also is the sole vendor for this type of oxygen vessel and the oxygen pump/booster. Additionally, ASNA system is being used throughout the MFF community. Due to lack of alternative systems and to ensure commonality of systems the ATF is requesting the purchase of ASNA oxygen support system. The North American Industry Classification System (NAICS) NAICS Code 332420� - Metal Tank (Heavy Gauge) Manufacturing with a size standard of 750 employees was selected for the subject acquisition, as it relates to this requirement. Award for this requirement will be accordance with Federal Acquisition Regulation (FAR) Part 13. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested person may identify their interest and capability to respond to the requirement or submit proposals. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed item. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
