Description
This is a Sources Sought Notice for Architect/Engineering services Construct Rehab Medicine Facility at the Hampton VAMC campus. Please respond if you have the ability and intent to complete this requirement. Include in your response a copy of your capabilities statement. This Sources Sought Notice is intended to locate Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and Small Businesses. The anticipated NAICS Code for this requirement is 541330. This is not a Request for Quotation and quotes shall not be reviewed at this time. The Department of Veterans Affairs shall not be responsible for any costs incurred by the contractor as a result of this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Minimum needs of the Government are as follows: The Architect/Engineer (A/E) shall provide design and construction period services for Minor construction project 590-220. The project constructs 23,500 SF facility for Rehab Medicine and moves them from space ill-suited for one of the busiest services on the medical center campus. The project integrates layout and design to work with the adjoining Prosthetics Facility, making it simple and straightforward for patients to access their care. Project provides approximately 25 parking spaces in close proximity and associated walkways, site lighting, site improvements and infrastructure work. The project demolishes Building 52 (19,335 SF) and converts existing Rehab Medicine space in Building 110B (5,000 SF) for administrative and swing space use. SERVICES REQUIRED: Architect/Engineering (A/E) Provide professional Architect/Engineer services to include: Site investigation including permits Architectural, Civil, Structural, Mechanical, Electrical, and Environmental (e.g., soil boring) Environmental survey (lead, asbestos, mold identification, etc.) Cultural resource management specifically Section 106 of the National Historic Preservation Act and NEPA as negotiated on Programmatic Agreement SHPO Intensive Level Survey Compliance with Archeological Testing Program and Data Recovery Plan Construction drawings and specifications Third party construction estimates Construction period services Submission review with recommendations and approvals (e.g., change proposals, Requests for Clarification, product submittals, shop drawings, tests) Site visits per VA request Update drawings as-built conditions from contractor record drawings, VA correspondence during construction Air monitoring during abatement/remediation A/E will respond either by phone, email, or on-site within a two-hour period when requested. Final Inspection Conduct Infection Control Risk Assessment (ICRA) in conjunction with VA Safety/Infection Control staff All responses shall be submitted via email by Tuesday, August 18, 2020 at 15:30 EST.
