- Description: The following work will be performed at the: Carl B. Stokes Federal Building & US Courthouse, 201 Superior Avenue, Cleveland, OH, Howard M. Metzenbaum Federal Building & Courthouse, 201 Superior Avenue, Cleveland, OH, Anthony J. Celebrezze Federal Building, 1240 E. Ninth Street, Cleveland, OH, John F. Seiberling Federal Building, 2 South Main Street, Akron, OH, Project Summary Description:� This project includes, but is not limited to, the following: GSA has a need for a contractor ,through innovation, technology, or other means, to perform the required administrative services at frequencies determined by �GSA.� Performance will be based on the Government�s evaluation of results, not the frequency or method of performance.� The evaluation of results will be based on Contracting Officer and/or designee�s inspections, and best trade practices, etc.� Secretary level II positions are required at Carl B. Stokes Federal Building US Courthouse, 201 Superior Avenue, Cleveland, OH and the Anthony J. Celebrezze Federal Building, 1240 E. Ninth Street, Cleveland, Ohio.�� General Clerk II position (part-time)�is required at Howard M. Metzenbaum Federal Building Courthouse, 201 Superior Avenue, Cleveland, OH and a General Clerk level III position is required at the John F. Seiberling Federal Building, 2 South Main Street, Akron, OH.� Contract employees must possess up to date computer skills in all major applications and be capable of performing the majority of the work in a computerized office environment . The NAICS code for this project is 561110 with a standard size of $8 million. This new contract is scheduled to begin on February 1, 2021. The performance period for the Northern Administrative services will commence on February 1, 2021 for a base one -year period, ending January 31, 2022. The start date will ensure uninterrupted service to the facility for this requirement. There are four one-year options that may be exercised. The option periods will cover the performance from February 1, 2022 through January 31, 2023; February 1, 2023, through January 31, 2024; February 1, 2024 through January 31, 2025; �February 1, 2025 through January 31, 2026 respectively. This procurement is 100% Set-Aside for �HUBzone -Owned Small Businesses.� This is a negotiated procurement.� Best value method will be used to determine awardee.� Evaluation factors will consist of past performance and Total Evaluated Price.� Proposals will be opened privately.� The solicitation package with the Request for Proposal will be available on or about Tuesday August 18 on beta.sam, the Government point of entry for bids. The solicitation cited above can only be obtained by accessing a secure website known beta.sam.� It is fully integrated with other electronic government initiatives such as the Contractor Performance Assessment Reporting System (CPARS).� CPARS is a module within the PBS. You will then be required to access the vendor registration. There is a vendor�s user guide that walks you through the registration process.� At a minimum all vendors must supply the following information: Your Company�s Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN) (You can get this from your Company�s, CCR Point of Contact), Your Company�s DUNS Number or CAGE Code (Contact Dun & Bradstreet at 1-800-333-0505 if you do not have a D&B Number), Your Telephone Number and Your E-Mail Address. Also, as required by the Federal Acquisition Regulations (FAR) all vendors will be required to use the Online Representations and Certifications Applications (ORCA) in federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA, you now have the ability to enter and maintain your representation and certification information, at your convenience, via the Internet at http://orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA.� Potential offerors will be responsible for downloading the solicitation and monitoring the Federal Business Opportunities website for amendment(s), if any, to the solicitation.
