Description
Subject to availability of funds, the United States Agency for International Development in Honduras (USAID/Honduras), intends to issue a Request for Proposal (RFP) for a Cost Plus-Fixed Fee (CPFF) completion type contract. The period of performance for the resulting contract is expected to be five (5) years from the date of award, and up to three (3) technical option periods. The purpose of the Youth Employment for Migration Prevention Activity is to increase employment of youth at risk of� irregular migration in support of Mission-wide efforts to reduce irregular migration to the United States by increasing their educational and income generating opportunities. The beneficiaries will be youth from high out-migration areas as well as other youth at risk of irregular migration, including returned youth migrants. In certain geographic areas youth will be vulnerable and/or at risk of being victims or perpetrators of violence and or at risk of gang recruitment. Offerors will be�requested to propose a public name for this activity that will be youth accepted and well recognized for its purpose.� Working through partnerships with public and private sector stakeholders, this Activity will reach at least 500,000 youth at risk of irregular migration to become productively engaged in the Honduran economy and society over a period of five years.� Out of those 500,000 at-risk youth, 100,000 will 1) secure viable employment, 2) return to full formal or alternative education and/or technical/vocational training, and/or 3) create innovative youth enterprises, including social entrepreneurship efforts, or other innovations in youth employment.� DISCLAIMER The purpose of this notice is to comply with the synopsis and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Furthermore, this activity has been included in USAID�s Mission Business Forecast. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package may be limited to this electronic medium. This is not a solicitation. USAID/Honduras does NOT invite offerors to submit proposals in response to this pre-solicitation synopsis NOR will USAID/Honduras accept comments, questions and/or inquiries in response to this pre-solicitation synopsis and will NOT respond to any. NO awards are anticipated to be made in response to this pre-solicitation synopsis. Prospective offerors are advised to periodically monitor the above website for updates concerning this procurement. USAID/Honduras bears no responsibility for data errors resulting from this transmission. This pre-solicitation notice does not obligate USAID/Honduras to release a solicitation or award a contract nor does it commit the US Government to pay for costs incurred in the preparation and submission of a proposal.
