Description
The purpose of this Amendment is to: Publish the answers to questions. Update Page 11, B.3.1 SCOPE Update B.2 SCHEDULE OF SERVICES AND PRICE Add line item 0002, 1002, 2002, 3002, 4002 The offeror is reminded to acknowledge receipt of amendments to the Solicitation. Offerors shall submit proposals via email to Lee Tanner at lee.tanner@va.gov by 08/10/2020, 10:00 AM (PDT): All proposals/attachments in response to this RFP shall be in Adobe or Microsoft Word Format. It is the offeror s responsibility to ensure all required documents are included and received by the solicitation due date and time. Offeror(s) may be precluded from further consideration if all requested information is not received by the specified due date and time. Page 11, B.3.1 Scope The Contractor shall provide all labor, materials, reports, parts, equipment, tools, transportation, parking, hazardous/nonhazardous waste disposal, and all permits as required to perform Storm Water Management Services at VASDHS. The Contractor shall develop and implement a comprehensive five-year Storm Water Management Plan for VASDHS. The Government will reimburse all permit fees. B.2 SCHEDULE OF SERVICES AND PRICE The Department of Veterans Affairs intends to award a Fixed-Price contract to provide Storm Water Management Services for the Department of Veterans Affairs, San Diego Healthcare System (VASDHS). The contract period shall be for one (1) base year, with the Government having the option to exercise four (4) one-year option periods. Yes Industrial Stormwater Program Are there any new disturbances (Clearing/Grading/new parking lots/utilities)? If so, How Many acres been disturbed? No What materials, parts, equipment, tools will be required to provide? All materials, parts, equipment, tools as required to meet SMARTS Compliance for the facility. Is the Hazardous/nonhazardous waste disposal the responsibility of the prime contractor? Yes By all permits , is Contractor responsible for the permit fees? The Government will pay all permit fees. Is the Contractor responsible for drain cleaning & service, spill kits, spills cleaning, inlet protector s placement & maintenance, waste disposal, secondary containments? Yes Specific Task 2.8 call for contractor to correct all noted deficiencies . That is difficult to quantify and price as deficiencies are currently unknown as are future deficiencies. Can VA provide an allowance to use for bidding purposes? No. The Contractor is not responsible for installing post-construction BMP s. The Contractor is responsible to ensure they are installed. This will be coordinated with the COR. Specific Task 2.13 calls for contractor to ensure post-construction stabilization BMPs installed to reduce or eliminate pollutants are effective and properly maintained . Is contractor to ensure BMPs by others are effective or is contractor responsible for installing? Ensure BMP s by others are effective If contractor is responsible for installing post-construction BMPs, how is that to be quantified over 5 years not knowing what construction projects will be taking place? The Contractor is not responsible for installing post-construction BMP s. The Contractor is responsible to ensure they are installed. This will be coordinated with the COR. Please clarify if the scope of work under this solicitation is for the implementation and management of the stormwater plan or does it include the procurement and implementation of BMPs? Implementation and management of the stormwater plan Do As-Built drawings exist for the on-site stormwater infrastructure? If so, Are they available for review before the proposal due date? Unknown Section 2.8 of the Specific Tasks (Pg. 9 of Solicitation) states The contractor shall document and correct all noted deficiencies to ensure that VASDHS remains compliant. Are any existing deficiencies known at this time? If so, can details be provided? None known at this time Task 2.3: Is contractor to provide labels, stickers, or placards for each inlet structure? Yes Task 2.7: Is any sampling or testing (turbidity, TSS, etc.) required. Is all monitoring subjective and then followed-up with corrective action to effectively implement BMPs or fix ineffective installations? As required to meet SMARTS Compliance for the facility. Can a portion of the fee proposal be structured as hourly as much of the investigative work would need to be done to determine the magnitude of scope? The contract is a firm fixed price. The project area is ~38 acres. What is intended scope of survey? Location and pipe size only? Structure inverts and rim elevations? All as required to meet SMARTS Compliance for the facility. What is the desired output/platform of the storm survey? GIS or CAD? IS there any existing data or historical information that the VA is wanting integrated into the new survey? PDF and or to be determined by the COR.
