Notice of Intent to Sole Source: 36C77620Q0148 AMA eJournals Subscriptions Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to JAMA Network for AMA eJournals subscriptions. Justification: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing, commercial, off-the-shelf, web-based, electronic subscription to the full-text publications of the American Medical Association (AMA) shown in Scope of Work below, which will be made available throughout the VHA healthcare system. At this time, there is no solicitation. If your company feels it can provide the required AMA eJournals Subscriptions, please review the requirements below and provide a capability statement. Requirements: 1. Performance Period Base 9/30/2020 - 9/29/2021 Option Year 1 of 4 9/30/2021 - 9/29/2022 Option Year 2 of 4 9/30/2022 - 9/29/2023 Option Year 3 of 4 9/30/2023 - 9/29/2024 Option Year 4 of 4 9/30/2024 - 9/29/2025 2. Scope of Work: The contractor shall provide all sites on the VHA network with access to a single online, web-based subscription to the following current titles, 1998 Present: Titles 1998 Present Journal of the American Medical Association (JAMA) JAMA Dermatology JAMA Psychiatry JAMA Internal Medicine JAMA Neurology JAMA Ophthalmology JAMA Otolaryngology Head & Neck Surgery JAMA Surgery Authentication shall be through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. The contractor shall provide an unrestricted number of simultaneous with immediate access from any web-enabled computer within VHA. It is required that all authorized remote users with VPN access have access to the product. The contractor shall assure the requirements listed in paragraphs 4, Currency, 5, Usability, Access, Content, Support, are addressed. 3. Currency: The contractor shall assure: Journals are maintained with the most current issues available with no embargo period. Content areas are updated on a continuous, incremental cycle rather than on a single anniversary date for the entire product. Updates are marked and easily identified. 4. Usability: The contractor shall ensure: Searching and navigating within the system is simple and logical. Searching quickly retrieves material of high relevance. Searching can be accomplished by journal title, volume, issue, year, and page numbers. Searching can performed by text or keyword. The product has user friendly help and direction aids. 5. Access, Content, Support: The contractor shall assure: Product is 508 compliant (http://www.section508.gov/). If product is not 508 compliant, the contractor shall describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. Or, if product is not 508 compliant, the contractor shall describe why no work is being done to make it 508 compliant. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VHA users nationwide. System downtime is minimal and VA project manager is notified when such occurs. A single point of contact for customer service issues is assigned to VA. Questions are responded to within two (2) business days. Usage statistics at an IP and enterprise level are available. The product is accessible via a variety of personal mobile devices including Apple and Android devices. The product allows unlimited enterprise wide access with no geographic or concurrent user limitations. Content is available in both HTML and PDF formats. Full text articles are available in PDF format and can be easily printed. Access to online only supplements and images is provided. Submittal Information: As stated above, this is an Intent to Sole Source. However, any responsible source who believes it can meet the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on August 7, 2020 at 12:00pm Eastern Local Time (EST) to Benjamin.Niznik@va.gov. All responses must include the following information: Company name, Cage code, CCR number, Dun & Bradstreet number, Company address, Point of contact name, Phone number, Fax number, GSA contract (if applicable) and email.
