Description

The Federal Railroad Administration (FRA) intends to increase the IDIQ Maximum Value of Contract No. DTFR5317D00003 with ENSCO Inc. on a sole-source basis, pursuant to 41 U.S.C. 3304(a) (1), FAR 6.302-l (b)(1) ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."" The base contract was issued on an indefinite delivery indefinite quantity basis in accordance with FAR 16.504. Task Orders are issued in accordance with FAR 16.505 entitled Ordering. The contract currently has a contract ceiling of $45,057,543 over a five-year ordering period which is set to expire March 29, 2022. The intent of this action is to increase the contract ceiling from $45,057,543 to $66,000,000. Additional funds were not anticipated when the contract was initially awarded, but Congress has since increased funding levels for the program. The initial funding was able to support track geometry measurement system sensor upgrades on DOTX 219, DOTX 221, and DOTX 225; vehicle repairs on DOTX 221; Gage Restraint Measurement System upgrade on DOTX 218; addition of high resolution imaging systems to DOTX 220; addition of LiDAR grade crossing measurement systems on DOTX 220 and DOTX 304; and design and construction of an ultrasonic rail flaw inspection hi-rail vehicle (DOTX 305). The proposed increased funding levels will include the following activities, which were not planned at the time of IDIQ Award: operation, maintenance, and data review of the new imaging systems on DOTX 220; operation and maintenance of the new LiDAR grade crossing measurements systems on DOTX 220 and DOTX 304; operation and maintenance of DOTX 305; and, the addition of high resolution imaging systems on DOTX 305. This notice of intent is NOT a request for competitive proposals. Interested sources may identify their interest and capability to respond to the requirement. All information received will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
