Pre Solicitation Notice 68HERC20Q0137 Technical assistance for local governments to leverage Opportunity Zones and better understand the fiscal impact of federal investments for sustainable and equitable economic recovery The United States Environmental Protection Agency (EPA) has a requirement for professional support services. The Government anticipates the award of a Firm Fixed Priced contract with a twelve-month period of performance. The purpose of this requirement is to provide technical assistance in capacity-building and peer-learning for two EPA selected communities to achieve significant and lasting results in their Opportunity Zones that leads to prosperous, equitable, and resilient outcomes, and inspires the replication of these activities across the country. And conduct an analysis of twelve (12) communities that will result in a proposed methodology that the Office of Community Revitalization (OCR) can use in the future to help communities better understand the local infrastructure costs associated with new facilities, and help Federal agencies consider urban form in distributing their grants and program funds. The services to be performed are: (1) Create an Opportunity Zones capacity-building and peer-learning technical assistance program to support smart growth development and and (2) Develop Methodology to Evaluate Fiscal Impact of Federal Facility Grants. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and services in support of the efforts delineated by the attached �DRAFT� Statement of Work (SOW). This acquisition is being conducted as a competitive Small Business set-aside in accordance with FAR Subpart 19.8. The North American Industry Classification System (NAICS) code is 611430 (Administrative Management and General Management Consulting Services) with a size standard of $38.50 Million. It is anticipated the solicitation will be posted on Beta.SAM.gov and the www.FedConnect.net website on or about August 21, 2020. No hard copies will be available.
