- Description
- The purpose of this contract is to obtain technical support from the National Academies of Sciences, Engineering, and Medicine (NAS).�� The NAS� professional support services will produce technical reports and other deliverables to support the U.S. Coast Guard (USCG) Office of Design and Engineering Standards, Naval Architecture Division (ENG-2).� A study committee appointed by the NAS will review the safety record of amphibious (DUKW) vessels when used for commercial passenger service, including the findings from investigations of casualties involving these vessels by the National Transportation Safety Board, US Coast Guard, and other marine safety authorities in the U.S. and abroad. The committee will review recommendations made following these investigations and the results of technical studies undertaken on options for modifying the design, engineering, and outfitting of these vessels to reduce the risk of casualty and increase the potential for survivability in the event of a casualty.� The committee will evaluate each of the identified options and describe how it addresses specific casualty and survivability risks associated with the design, engineering, and outfitting of these vessels and the potential practical implications on the use and operation of these vessels in commercial passenger service. The committee may also explore other options that deserve consideration and any related enforcement and operational changes that may be desirable to implement them. The committee should summarize the options in terms of the specific risks they can mitigate and the ways in which DUKW vessel use and operations could be impacted.� The committee should identify and suggest places where Coast Guard regulations and policy documents could be modified to implement one or more of the options such as the Navigation and Vessel Inspection Circular 1-01 (Inspection of Amphibious Passenger Carrying Vehicles).
