Description
This is a presolicitation notice for a sole-source procurement� for the 100-PW-229 1st Stage Turbine Stator Support (TOBI) Upgrade.� Pre-Solicitation Synopsis for RFP # FA8121-20-R-0021 The United States Air Force through the Air Force Sustainment Center (AFSC) at the Oklahoma City Logistics Center (OC-ALC) is contemplating procuring an F100-PW-229 1st Stage Turbine Stator Support (TOBI) Upgrade. The requirement cited below is for a non-commercial, Firm Fixed Price (FFP), Requirements-type contract. Description: The requirement is for an F100-PW-229 1st Stage Turbine Stator Support (TOBI) Upgrade. The contract will have a two-year basic and three one-year options. 1. Estimated issue date and estimated closing/response date issued August 18, 2020 - Closes September 18, 2020. 2. Request for Proposal (RFP) Number: FA8121-20-R-0021 3. PR# - FD2030-20-31917 (FMS) 4. Service/Spare/Repair/OH � Upgrade 5. Item: 1st Stage Turbine Stator Support (TOBI) 6. NSN � Input: 2840-01-450-2337 ����������� ��� Output: 2840-01-580-7061 7. P/N � Input: 4083970 ����������� � Output: 4088557 8. Noun: 1st Stage Turbine Stator Support 9. Item Function: To encase the HPT and contain airflow subsequently directed to the high pressure turbine. 10. Description: 1st Stage Turbine Stator Support (TOBI) for F100-PW-229 engine. 11. Total Line Item Best Estimated Quantity: Basic (Oct 2020 - Oct 2022) -71 total Option Year 1 (Oct 2022 - Oct 2023) - 20 total Option Year 2 (Oct 2023- Oct 2024) -25 total Option Year 3 (Oct 2024 - Oct 2025) -31 total 12. Application (Engine or Aircraft) � F100-PW-229 Engine 13. Destination: FOB Origin: Ship to Code: TBD-Various FMS Customers. 14. Delivery: FMS delivery time of 45 days after receipt of funded orders or reparable assets (ARO 45 calendar days). Early Delivery is Acceptable. 15. UID: Note to Contractor: If unit price exceeds $5,000 then UID requirements will apply. 16. Buyer name, phone#, and email address: Shannon Gumto, 405-734-1145, shannon.gumto@us.af.mil Qualification Requirements: Sources must be qualified prior to award.� To be eligible for contract award, the offeror must be an approved source IAW FAR 52.209-1, Qualification Requirements.� The Government is not required to delay contract award to review pending Source Approval Requests (SARS).� Therefore, offerors are encouraged to submit SARs as soon as possible.� Sole Source: This effort is anticipated to be a sole source award to Turbocumbuster Technology dba Paradigm Precision (CAGE: 64043), as they are currently the only qualified source for this item.� Electronic procedures will be used for this solicitation. IAW FAR 5.207 (c) (15) (ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. NOTE:� An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition.� The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.� When requested, the Ombudsman will maintain strict confidentiality as to source of concern.� The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
