Description

SYNOPSIS This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 - Synopses of Proposed Contract Actions. The US Army Corps of Engineers, Portland District intends to award a sole source, firm-fixed price contract with SISCO, Inc., 6605 19 � Mile Road, Sterling Heights, MI 48314. The purpose of this acquisition is to provide annual software maintenance support and version upgrades by purchasing One (1) each of the SISCO AXS4-ICCP Maintenance Renewal. The duration of the performance period would be from 27 September 2020 through 26 September 2021. SISCO Inc. holds proprietary rights to this software. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR Subpart 13.106-1(b) � Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code used is 511210 - Software Publishers. The size standard as defined by the U.S. Small Business Administration is $41.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a quote to the contracting officer before the notice end date. If no affirmative written responses are received by 12:00 PM Pacific Time on 18 August 2020 an award will be made without further notice. Oral communications are not acceptable in response to this notice. Electronic responses and questions shall be submitted via email to the point of contact at dawn.r.simpson@usace.army.mil. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The US Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
