Description
Title: Warfighter Integration Division Integration and Operational Utility Services and Support Background The Defense Threat Reduction Agency (DTRA) safeguards America's interests from weapons of mass destruction (chemical, biological, radiological, nuclear and high explosives) by controlling and reducing the threat and providing quality tools and services for the warfighter. DTRA's work covers a broad spectrum of activities shaping the international environment to prevent the spread of Weapons of Mass Destruction (WMD), responding to requirements to deter the use and reduce the impact of such weapons, and preparing for the future as WMD threats emerge and evolve. Established on 1 October, 1998, DTRA is the U.S. Department of Defense's Combat Support Agency for countering weapons of mass destruction. DTRA's main functions are threat reduction, threat control, combat support, and technology development. DTRA and its co-located partner organizations are headquartered in Fort Belvoir, Virginia. The agency maintains additional offices and representation across all combatant commands. Housed within the Defense Threat Reduction Agency is the Research and Development, Chemical and Biological, Warfighter Integration Division (DTRA/RD/CBW). CBWs mission is to foster strategic partnerships with chemical and biological S&T communities to enhance technologies and deliver innovative DoD operational capabilities that address real-world challenges.� As part of this mission, CBW executes technical demonstrations to include Technology Concepts, Early User Assessments, and Advanced Technical Demonstrations (ATDs). ATD demonstrations engage the agile project pipeline of Warfighter Chemical, Biological, Radiological, Nuclear (CBRN) capability requirements of mature, revolutionary/evolutionary technologies coming out from the CBW tech divisions.� ATDs provide a critical service to the Warfighter by showing how innovative and new technologies function operationally and inform emerging Warfighter needs. Capability Sought DTRA seeks responsible certified Historically Underutilized Business Zone (HUBZone) potential sources who can demonstrate the capability to provide a full range of integration and operational utility services and support to the DTRA/RD/CBW demonstration program. The primary focus of this effort requires the contractor to support DTRA in the planning, development, implementation and management of demonstrations through developing overarching and focused CBW portfolio processes and methodology; planning, management, facilitation, conducting and reporting on current and future CBW demonstrations; and supporting, managing and participating CBW led activities in other non-ATD existing combatant command (CCMD) level exercises and demonstrations.� The contractor must have a local facility (within the National Capitol Region) to support periodic planning sessions and working groups.� Large scale meeting spaces or conference rooms for over 30 persons are not required.� Specifically, respondents shall outline their technology/capability to: Develop overarching and focused CBW processes and methodology to support demonstrations and technology transitions. Assist in the development, implementation and sustainment of an Innovation to Operation methodology to facilitate technology progress and transition. Facilitate the implementation of a transition process with CBDP stakeholders to maximize the utility of Technology Transition Agreements (TTAs). Participate in CBDP community working groups and action teams. Plan, manage, facilitate, conduct, and report on current and future CBW demonstrations. Provide demonstration support including planning, execution, team integration, program activity valuation, updating, and after action (lessons learned) to produce realistic, relevant, operator driven, scenario based demonstrations that challenge selected technologies in complex environments against current and emerging CBR threats. Ensure identification and inclusion into demonstrations of all applicable existing or new policy, guidance and operational information including concepts of operations/employment (COO/COE) and tactics, techniques and procedures (TTPs) from any applicable sources encompassing the demonstrations planning, implementation, execution, and completion. Plan, produce and support user access for written demonstration documentation such as business case analysis of potential capabilities/gaps/solutions, demonstration/test plans with measureable metrics for success, warfighter operation plans, lessons learned briefs, fact sheets, read-aheads, briefing materials, quick look reports and integrated final reports based on assessments and analysis from engineers, scientists, operators, and technical threat emulation. Coordinate with team members, Warfighters/operators and other community stakeholders through in person or virtual forums to facilitate effective communication across all parties in support of planning, implementation, execution, and reporting of demonstrations � forums of communication to include team/stakeholder planning calls, program reviews, in person conferences, and task identification and administration.� Access information up to TOP SECRET with an appropriate Federal Government Sensitive Compartment Information Facility (SCIF) as required. Response Instructions Respondents shall address the information described above (and any additional information the respondent shall deem appropriate) via a capability statement (ten-page limit) in Microsoft Word or Adobe formats using 12 point font. A standard company brochure may be submitted but will not be considered a sufficient response to this RFI. Pages not included in the total page count are the cover letter, table of contents, and company brochure. In addition, respondents shall include their name, address, CAGE code, and DUNS, and verify their HUBZone size standard under the 541330 Engineering Services NAICS code as part of a cover letter to the capability statement.� The information shall be submitted via e-mail to dtra.belvoir.acq-and-log.mbx.trls-support-contract@mail.mil. Hard copy submissions will not be accepted.� Submissions shall be submitted by no later than 2:00 pm local Ft. Belvoir time on August 14, 2020.
