Description
The U.S. Army Contracting Command - Rock Island, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, Picatinny Arsenal, New Jersey, 07806-5000 is seeking possible sources for the production of M1002 and M865A1 Tank Training Cartridges, and refurbishment of M1002 containers currently in the inventory. The applicable NAICS code for this potential requirement is 332993. DESCRIPTION/SPECIFICATIONS: This 120mm Tank Training Ammunition supports training soldiers in large combat systems and will fill FY22-FY26 Army requirements. The projected rate of production for the M1002 Training Cartridges is 35,000 per year. The projected rate of production for the M865A1 Training Cartridges is up to 60,000 per year. The projected refurbishment rate for the M1002 containers is 35,000 per year. The M1002 Target Practice Multipurpose Tracer (TPMP-T) training round replicates the tactical M830A1 High Explosive Anti-Tank Multipurpose Tracer (HEAT-MP-T). The M1002 features a dummy air/ground switch, and is matched ballistically to the time-of-flight parameters of the M830A1, thus creating realistic training. The tailcone stabilizer provides a safety feature, which limits the overall flight range to under 8km, reducing the requirement for extreme-range safety fans. The M865A1 Kinetic Energy (KE) training round, in service with the United States Army�s main battle tank fleet. Utilizes a unique cone stabilizer to limit the safety fan required for tank gunnery. With its matched exterior ballistics, the M865A1 provides a realistic training device displaying the accuracy and time-of-flight of the service round M829A3/A4. The cone stabilizer provides a safety feature limiting the overall flight range to under 8 km, reducing the requirement for extreme range safety fans. The M1002 and M865A1 cartridges shall be manufactured to a U.S. owned Technical Data Package (TDP). TDP�s are Marked Distribution Statement D: Distribution authorized to the Department of Defense and U.S. DoD and U.S. DoD Contractors Only. These documents contain technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., SEC 2751 ET SEQ.) or the Export Administration Act of 1979, as amended Title 50, U.S.C., APP 2240, ET SEQ.� Violations of these export laws are subject to severe criminal penalties.� Disseminate in accordance with provisions of DOD Directive 5230.25. The TDPs are updated and currently in final stages of review. They should become available at a future date upon request via betaSAM after submission of a valid DD2345.� In addition, each company shall include the following information as a part of its request for the Performance Specification: �Company Name, Address, Phone Number, E-mail Address, Taxpayer Identification Number, Company Cage Number, DUNS Number, Company Size, Business Point of Contact, and Technical Point of Contact. PLANNED ACQUISITION: The Government contemplates award of up to two five (5) year Firm Fixed Price (FFP) contracts. It is anticipated that dual awards will be made with the exception of the M1002 container refurbishment.� The refurbishment of M1002 containers will be awarded to one contractor with refurbished containers supplied to both contractors for use in production of the M1002 cartridges.� RESPONSES: All interested firms and manufacturers, regardless of size, are encouraged to express interest by responding to this sources sought with the following information: Identify your company name, address, telephone number, email address, technical point of contact, Company Size for the identified NAICS code (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). Provide a brief summary of the company�s capabilities (to include organizations, description of facilities, equipment, manufacturing processes, inspection capability, skills, personnel), current product literature, illustrations, drawings and relevant company background. Identify and include a brief summary of any potential subcontractors' capabilities and identify key components or processes that would be subcontracted. Identify minimum and maximum monthly production quantities and identify the available capacity considering any other known production. Responses must be received not later than 30 calendar days of this publication date. All responses to this notice shall be submitted electronically to the Contract Specialist, Dave Buennig, at david.w.buennig.civ@mail.mil. Any information deemed proprietary must be marked accordingly. All information is to be submitted at no cost or obligation to the Government. All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM). The Government reserves the right to reject, in whole or in part any private sector input as a result of this market survey. This market survey is for information and planning purposes only and shall NOT be construed as a Request for Proposal (RFP) or an obligation on part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Industry responses to this sources sought do not represent binding offers, and the Government cannot accept an industry response to form a binding contract.� The Government intends to use any information submitted in response to this request to develop an acquisition strategy for future requirements of these items. This is only a market survey notice, not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published.
