Sources Sought -- Occupational Therapy Doctorate (OTD) Degree University Affiliation Support Services Subject: Non-personal services of an Accredited University to provide Degree Support Services for the U.S. Army Medical Department Center of Excellence (MEDCoE) � SOL#:W81K04-20-Q-OTDA � THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION ONLY. This is not a Solicitation, (i.e. Request for Proposal, Request for Quote, or Invitation for Bid), or an indication that the Health Readiness Contracting Office (HRCO) will contract for the services contained in this notice. This notice is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this notice are strictly voluntary and the Government will not pay respondents for information provided in response to this notice. Responses will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website, https://beta.sam.gov/ , at a later date and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This Sources Sought Notice does not restrict the Government's acquisition approach on a future solicitation. RESPONSES: Respondents to this notice should describe their interest and ability to perform the requirement summarized within this notice by providing a capability statement and any concerns, comments or recommendations you may have with the attached draft Performance Work Statement (PWS) citing the specific PWS paragraph numbers for reference. Responses are to contain (1) Vendor Name, (2) Address, (3) Point(s) of Contact, Phone Number, email, (4) CAGE Code and (5) capability statement specific to the requirements of the attached DRAFT PERFORMANCE WORK STATEMENT (PWS). Responses should be formatted as either MSWord (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted. DESCRIPTION OF REQUIREMENT: This requirement is for the reprocurement of a non-personal, services of an accredited university who will proffer the appropriate degrees for the Graduate Level Programs as indicated in this Performance Work Statement (PWS) to students who successfully complete the specified program of instruction. This requirement is in support of the US Army Military Graduate Program at the U.S. Army Medical Center of Excellence (MEDCoE). The program�s course length is specifically outlined in the PWS. Programs will be taught primarily by government personnel under the supervision of the Graduate School�s Dean and the OTD Program Director. Education will take place at the MEDCoE, Fort Sam Houston, TX. The U.S. Army Occupational Therapy Doctoral Program is located within the Army Medical Department Center of Excellence (MEDCoE), Fort Sam Houston, TX. The mission is to produce active duty commissioned Occupational Therapists for the United States uniformed services. Uniformed service Occupational Therapists are generalist practitioners who are assigned across the continuum of care in a variety of practice settings, including the deployed environment. This program provides students with the knowledge, skills, problem solving abilities, duties, responsibilities, and ethics to deliver quality Occupational Therapy patient care and provides those concepts, principles, methods, and role models which will stimulate the continuous personal and professional growth of these Occupational Therapy officers. The contractor shall provide services, materials, and administrative personnel necessary to award graduate credits and the degree for the Graduate Level Program indicated in this PWS to students who successfully complete this specified program of instruction. The Government anticipates the award of an IDIQ contract with a five (5) year ordering period. The contractor shall ensure uninterrupted services by providing the government with services, upon award of the contract, to establish the foundation of the OTD PROGRAM prior to the first class start as indicated in issued Task Orders. These services shall include the following: coordination with and assisting the PROGRAM Dean, PROGRAM Directors, Faculty and Staff at Fort Sam Houston in curriculum modifications, appointing PROGRAM faculty to the university, updating the university catalog to include PROGRAM faculty, modifying the university calendar to include the Fort Sam Houston academic calendar, modifying the registrar course catalog, using an on-line website to advertise the PROGRAM, approving PROGRAM course electives, formally approving and admitting incoming PROGRAM students, initiating university regional accreditation approval due to substantive changes, university and PROGRAM faculty networking, and other administrative duties needed.
