- THIS IS A REQUEST FOR INFORMATION ONLY. This sources sought notice is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ) or a promise to issue an RFP or RFQ in the future. This sources sought notice does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this sources sought; all costs associated with responding to this sources sought will be solely at the interested party�s expense. Not responding to this sources sought notice does not preclude participation in any future RFP/RFQ, if any is issued. It is the responsibility of the potential offerors/quoters to monitor the site for additional information pertaining to this requirement. This SOURCES SOUGHT SYNOPSIS is a Government effort in accordance with Part 10 of the Federal Acquisition Regulation to conduct Market Research to support potential future planning initiatives through data collection. All information received in response to this SOURCES SOUGHT SYNOPSIS that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable or suffer any consequential damage for any proprietary information not identified. Proprietary information or trade secrets shall be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Navy will not be obligated to pursue any particular acquisition alternative as a result of the announcement. Responses to the announcement will not be returned. Not responding to the announcement does not preclude participation in any future solicitation, if one is issued. No solicitation document exists at this time. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various interested business including but not limited to members of the Small Business Community such as Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. Responses to this posting shall provide a summary of their company�s capabilities including organization name, address, description of facilities, personnel, and past experience; and a point of contact, telephone number, facsimile number, email address, business size, DUNs number, CAGE Code and a thorough description of supplies that can be provided. 1.0 Description The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office is seeking information from interested contractors capable of providing performance based services to the Navy�s Training Support Center (TSC) SVQ calibration lab located in San Diego, CA in the form of Maintenance and Testing Support Equipment and Calibration Services. Please see the attached draft Performance Work Statement, which details the types of tasks that contractors will be required to perform under the contract/task order. The current requirement is being satisfied under competitively awarded contract N0018918F3027, a firm-fixed-price (FFP) Seaport task order. The task order was awarded to Adaptech Corporation. 2.0 Requested Information It is requested that interested parties respond to this posting via email to Bridget Blaney at bridget.blaney@navy.mil no later than 12:00 PM EST Wednesday, 06 August 2020. It is requested that submissions be in PDF and/or Microsoft Word format. Responses from interested parties shall include the following information: 1. Company name, DUNS number, Cage Code, address, and point of contact with corresponding phone number and e-mail address 2. Highest Facility Clearance that the Interested Contractor currently holds on any of its existing contracts 3. Capabilities Statement demonstrating the requisite skills, resources and capabilities necessary to perform the requirements of the PWS. Included in the capabilities statement should be an overview of the contractor�s staffing plan, including start-up plans and transition of personnel (e.g., length of time and plan to fill each position). An overview of the contractor�s plan for recruiting, developing and retaining personnel with the necessary skill sets to accomplish the PWS. Please also address the level of effort as mentioned in the PWS. 4. What type of work the company has performed in the past in support of the same or similar requirements 5. If the company has managed a task of this nature before 6. If the company has managed a team of subcontractors, and if so, how many 7. The specific technical skills the company possesses which ensure capability to perform the requirements 8. Explanation of the company�s ability to perform greater than 50% of the efforts required 9. Business size and status of the company 10. Interested parties are encouraged to provide feedback on the PWS to include identifying any areas of the PWS that seem vague, and/or ask questions about the requirements. 11. Past Performance Information Form(s) (See Paragraph 4.0) 12. Page Limitation (inclusive of Past Performance references) is six (6) total pages. 4.0 Past Performance Interested firms shall provide a past performance response in accordance with the attachment titled �Past Performance Information Form.� To demonstrate its experience, interested parties can identify up to 2 of its most relevant contracts or efforts within the past five (5) years and provide any other information the contractor considers relevant to the requirements of the PWS. Interested firms should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements in the PWS. Experience working in the DoD/DoN environment is preferred but not required. Vendors are encouraged to team-up in a way that their collective Past Performance demonstrates the requisite skills, resources and capabilities necessary to perform the stated requirements. 5.0 Industry Discussions NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office representatives may or may not choose to meet with potential offerors/quoters. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any certification risks. 6.0 Questions Interested parties are encouraged to ask questions regarding the content of the PWS and the overall requirement. The information provided in the sources sought is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this sources sought should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
