Description
The U.S. Environmental Protection Agency (EPA) , Information Technology Acquisition Division (ITAD), Contracting Office in Research Triangle Park (RTP) in Durham, North Carolina is issuing this notice of intent (NOI) to inform industry contractors of the Government�s intent to execute a firm fixed-price purchase order on a sole source basis to Partek Inc., 624 Trade Center Blvd., Ste E, in accordance with 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. This requirement consists of a base year and two one-year option periods. Each period also includes an option of additional license/s. The subscription renewal period begins October 1, 2020. The contract value is greater than the simplified acquisition threshold but less than $700,000. The base year requirement consists of Partek Flow Enterprise Edition Hosted on EPA�s Local or Cloud Server for a quantity of eleven license renewals, Partek Flow Enterprise Edition Optional License Subscription for an optional quantity of one and Partek Genomics Suite for a quantity of one. The option year one requirement consists of Partek Flow Enterprise Edition Hosted on EPA�s Local or Cloud Server for a quantity of eleven license renewals, Partek Flow Enterprise Edition Optional License Subscription for an optional quantity of one and Partek Genomics Suite for a quantity of one. The option year two requirement consists of The base year requirement consists of Partek Flow Enterprise Edition Hosted on EPA�s Local or Cloud Server for a quantity of eleven license renewals, Partek Flow Enterprise Edition Optional License Subscription for an optional quantity of two and Partek Genomics Suite for a quantity of one. EPA's Office of Research and Development, Center for Computational Toxicology and Exposure, Scientific Computing and Data Curation Division (ORD/CCTE/SCDCD) requires renewal of Partek Flow and Partek Genomics Suite software. Partek Flow is a ""front-end"" bioinformatics suite that is designed to handle the broad data management and analysis needs of next generation sequencing data. It provides tools for alignment, QA/QC reports, variant and indel analysis, statistics, and visualizations. It streamlines analysis with automation tools, flexible installation options, interactive visualization capabilities, and an intuitive user interface that allows SCDCD to easily process and analyze data. Partek Genomics Suite is the ""back-end"" bioinformatics suites that accepts and integrates aligned second generation sequencing data from Partek Flow, as well as normalize data from other genomics platforms and perform downstream analysis meant for final results and conclusions of experiments. The Partek Genomics Suite software currently provides NHEERL with innovative solutions for integrated genomics. The software provides one tool and one interface for all the data analysis from different platforms, and allows SCDCD to integrate all the data across different assays and different platforms not only visually but also statistically. Partek Genomics Suite is unique in supporting all major microarray and next generation sequencing platforms. Partek Genomics Suite workflows also offers streamlined analysis for: Gene Expression (incl. SAGE), miRNA Expression, Exon, Copy Number, Allele Specific Copy Number, LOH, Association, Trio analysis, Tiling, ChIP-Seq, RNA-Seq, DNA-Seq, DNA Methylation and qPCR. SCDCD researchers have used this software since 2013 and have generated volumes of legacy data. As such, renewal of the software is required for continuity of data analyses for the comparison of newly generated contemporary data in various different research projects. This software is unique because it is only software package that can integrate all the data across different assays and different platforms not only visually but also statistically, while competing products separate their packages. The Partek software is also unique because it can handle both balanced and unbalanced data, and can perform multi-ways of analysis of variance (ANOVA), while competing products/software can only do up to 2-way ANOVAs. Partek is the sole developer, provider and source of the Partek Flow and Partek Genomics Suite software. This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All interested parties who are responsible, certified, and capable may identify their interest by providing a capabilities statement. Firms may also submit pricing information which shall be considered by the agency. Responses are due no later than 10:00 A.M. Eastern Daylight Time (EDT) (August 10, 2020) will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services/products outlined and itemized pricing that is sufficient to make a determination that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
