- Statement of Work VISN 15 Pharmaceutical Grade Refrigerators and Freezers Background VISN 15 VAMCs need pharmaceutical grade refrigerators and freezers for the following reasons: VHA Notice 2020-02, dated January 17, 2020, Storage of Vaccines and Medications in Pharmaceutical Grade Purpose-Built Refrigerators and Freezers at VA Medical Facilities, states medications and vaccines must be stored in pharmaceutical grade purpose-built refrigerators and freezers. VHA Directive 1108.06, Inpatient Pharmacy Services , dated February 8, 2017, requires the Chief of Pharmacy Services ensure Joint Commission (JC) and United States Pharmacopoeia (USP) standards are met by appropriate monitoring of medication refrigerators and freezers. The U.S. Department of Health and Human Services Centers for Disease Control and Prevention (CDC) recommend not storing vaccines in dormitory-style (or bar-style), combined refrigerator or freezer units under any circumstances. Pharmaceutical grade purpose-built are recognized as having a significantly higher level of design quality than food refrigerators. Scope To replace the current Dorm style or non-medication grade refrigeration units throughout the VISN 15 Facilities outlined below. Medications and vaccines require strict control of temperature per manufacturer storage requirements. Pharmaceutical grade refrigerators and freezers are required to store any and all medications and vaccines intended for patient use. Units must have an auto-defrost cycle to maintain the integrity of the medication and vaccines. Pharmaceutical grade refrigeration units must have the following salient characteristics: Internal temperature probe for ambient temperature monitoring Digital display with customizable settings for C/F and temperature ranges Standard US Hospital grade electrical plug (3-prong including neutral). Pharmaceutical grade purpose Microprocessor based temperature control with fan forced air circulation. Built in defrost cycle. Built in visual/audible alarm that will sound in the event of a temperature excursion. Under counter models must support stacking kits, or a method of securing units per Manufacturer safety requirements. Internal shelves that are epoxy coated shelves and adjustable. Stainless steel or epoxy that can stand up to hospital grade cleaning agents Port or external access for temperature sensor probe Internal Capacity requirements for the units must meet the following salient characteristic and provide various model(s) options that can support the following. >1 Cubit Foot of internal storage 1.8 Cubit feet of internal storage minimum 4.5 cubic feet of internal storage minimum 19.7 cubit feet of internal storage minimum Objective The objective is to provide proper refrigeration for the storage of vaccines and medications. Contractor required task: Provide pharmaceutical grade purpose-built refrigeration and freezer units for the storage of medications and vaccines. Install newly provided refrigeration equipment and remove all debris and packing material related to the installation Remove old refrigeration equipment identified within Statements of Work associated with any Task/Delivery Orders placed against this Blanket Purchase Agreement. Government-furnished property This equipment will be added to each facility s inventory list and be maintained under the manufacturer s warranty and/or the medical centers facilities service. Security Requirement N/A Place of performance Pharmaceutical grade purpose-built refrigerators and freezers may be placed at the below VISN Medical Facilities (including all Community Based Outpatient Clinics).
