*7/30/2020 - Amendment 2 - A revised scope of work has been is attached. -The proposal due date has been extended to 7/13/2020 at 2:00 pm EST. - Responsed to offeror questions are below: 1. Within the Statement of Work (SOW) it states that the �Total weight of each palletized station with components will not exceed 10,000 lbs.� In tasks number two, but it also states in the contractor requirements that the �Total weight will not exceed 8,000 lbs. and shall not have a height greater than 74 inches.�.� Can you please clarify the maximum total weight for the Plasma Cutting Station (PCS). Answer: 10,000 lbs. 2. The 2nd paragraph references using An ESP 150 which is a 150 amp plasma unit as well as 2.1.2 and� 2.1.3 but 2.1.2 references a 400i cc/cv which is a welding power supply. Not a cutting power supply? Answer: The DLA is looking for two, 200-amp plasma cutters equivalent to the ESAB M2 200i. the ESP brand name justification has been rescinded due to it no longer being in production. 3. �ESP 150 is no longer in production. We can provide another brand. It is ideal for this project. It has a 50� torch lead and it can also cut under water. (Fully sealed Torch and lead). Can we provide this instead? Answer: The DLA is looking for two, 200-amp plasma cutters equivalent to the ESAB M2 200i. the ESP brand name justification has been rescinded due to it no longer being in production.� The 50 foot cord is required. 4. Do we need to provide the power cord (if so how long?) or just a receptacle? � Answer: Yes, a 50� power cord should be included as well as a storage location inside the unit. It should have Appleton 100a connectors in order to backwards compatible with our existing cutting systems. 5. Does the unit need to be fully covered with sheeting? Answer: Yes, the unit needs to be fully covered. See the requirement under section 3.2. 6. Can the pallet and frame work be galvanized or do you require stainless steel? Answer: The government does not specify what materials are required for the frame and pallet. 7. Please clarify the total weight of the skid. On page (1) Task #1 it states, �shall not exceed 10,000lbs.� However, the bottom paragraph on page (3) states not to exceed 8,000lbs. Answer: 10,000lbs is the total maximum weight requirement. 8. Please clarify the total height of the skid. On page (1) Task #1 it states, �shall not have a height greater than 84�. However, the bottom paragraph on page (3) states not have a height greater than 74�. 84� is the maximum height.� This allows for the unit to also be loaded into a standard 20� shipping container.� Answer: The maximum height requirement is 84� 9. On Task 2.1.2 please clarify on the plasma cutter preferred for this project. I am asking this due to (ESAB 400i CV/CC) is a welding machine and not a plasma cutter. Answer: The DLA is looking for two, 200-amp plasma cutters equivalent to the ESAB M2 200i. the ESP brand name justification has been rescinded due to it no longer being in production. 10. On Task 2.1.3 B&H has a couple questions or concerns on the (100KW KOHLER 100REOZJF GENERATOR). � What does the total output of the generator need to be? B&H wants to make sure we size it appropriately. � i. Section 2.1.2 is showing 200A plasma cutters ii. Section 2.1.3 shows that (2) 150A plasma cutters are needed, but also shows 100% 150A output needed. � Two 200a plasma units are required.� The generator needs to supply enough power to run everything in the plasma cutting system simultaneously. � b. It is our understanding that this will be a prime application, and these will not be a standby backup power. Please confirm � i. I am asking due to the Kohler representative stating that this specific generator puts out (150A, at 480V, 60Hz for STANDBY applications) � ii. For prime applications this generator is de-rated to 138A. � Answer: The generator will be a prime power source.� � c. This generator is also 110� long which falls above the requested 104� requirement. � Answer: The generator must fit inside the container. The requirement for the Kohler generator has been rescinded. � d. Do the generators need any automatic transfer switches to go with the generators? � Answer: Yes � 11. On the ADDITIONAL SPECIFICATIONS for 3.5 it states to supply a CLOSED LOOP/ CHILLER (OC-150R-HA-OP. B&H has a couple questions or concerns on this item. � Could you supply a serial number for this item? � Answer: The requirement for the chiller is no longer needed and has been removed from the SOW. � i. I am asking for this per the turmoil cooler representative asking what the OPTIONAL PUMP needs to do? � ii. The representative is also asking due to the OP and HA which is not a base model chiller. � iii. OP means optional pump which could cover a variety of different needs. � Answer: The requirement for the chiller is no longer needed and has been removed from the SOW. � 12. Per tasks 2.2.1 it states it needs gauges for Shield Gas, Plasma Gas, and Start Gas. a. Please clarify what these are for due to this being a plasma cutting system? This is not necessary.� The plasma cutter will regulate all of these gasses internally. � 13. Our manufacturing partner is ASME �U� Stamp & National Board �R� stamp certified.� Are there any additional certifications required to be awarded this contract? � Answer: See the solicitation scope of work and provisions for all applicable contract requirements. � 14. On page one, twice the maximum weight is listed as 10,000 pounds, but on page 3 it's listed as 8,000 pounds. � Answer: 10,000lbs is the limit � 15. On page one and three, the maximum height is listed as 84 inches, but on page 3 it's listed as 74 inches. � Answer: �The maximum height is 84� � 16. On page one, the plasma cutting units are said to be ESAB 400i CV/CC, but in the brand name justification document they are listed as ESAB ESP-150. � Answer: The DLA is looking for two, 200-amp plasma cutters equivalent to the ESAB M2 200i. the ESP brand name justification has been rescinded due to it no longer being in production. *7/17/2020 � Amendment 1 The name brand justification is hereby removed. All stated equipment shall be name brand or equal. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12, and FAR 13.5 as supplemented with additional information included in this notice. �This is for a single award without options. The required equipment is per the attached specifications, including its delivery timeframes.� The following clauses will be included into the award: FAR 52.212-4, Contract Terms and Conditions Commercial Item; Far 52.212-5, Contract Terms and Conditions required to implement statutes or Executive Orders Commercial items. Offeror must submit Representations and Certifications (FAR 52.212-3).� If an offeror has completed the annual representations and certificates electronically the offeror shall complete only paragraph (b) of this provision. Quotes are to be received no later than 2:00 p.m. Eastern Standard Time on the above specified date, via email only to the designated Contracting Officer. See Attachment 01 for the Bid Schedule and Specifications/Additional Terms.� All contractor performance shall be in a safe manner, and in compliance with all applicable Federal, state and local laws and regulations, and all installation policies.� Any/all required documentation and service related requirements including installation access are the responsibility of the contractor, with coordination as necessary with the site POCs or COR.� Deliveries must be performed during normal installation work hours which are available from the above POCs or COR, excluding Federal holidays. If the Contracting Officer does not conduct a reverse auction, award may be made on initial offers or following discussions. If the Contracting Officer decides to use line reverse auctioning to conduct price negotiations, the Contracting Officer will notify Offerors of this decision and the following applies: (1) The contracting officer may use reverse auction as the pricing technique during discussions to receive the final offered prices from each offeror. (2) During each round of reverse auction, the system displays the lowest offer price(s) unless the auction instructions are different. All offerors and authorized auction users see the displayed lowest price(s). This disclosure is anonymous and a generic identifier displays for the offeror. (4) The contracting officer identifies participants to the DLA commercial reverse auction service provider. To be eligible for award and participate, the offeror must agree with terms and conditions of the entire solicitation and the commercial reverse auction service. The reverse auction pricing tool system administrator sends auction information in an email. The reverse auction system designates offers as ""lead,"" meaning the current low price in that auction, or ""not lead,"" meaning not the current low price in that auction. In the event of a tie offer, the reverse auction provider's system designates the first offer of that price as ""lead"" and the second or subsequent offer of that price as ""not lead."" If a tie offer is submitted and no evaluation factors other than price were identified in the solicitation or a low-price technically acceptable source selection is being used, the ""Not Lead� offeror that submitted the tie offer must offer a changed price; otherwise its offer will be ineligible for award. If evaluation factors in addition to price were listed in the solicitation and a tradeoff source selection is being used, tie offers that are ""Not Lead"" will be considered and evaluated. (5) Offerors unable to enter pricing through the commercial reverse auction service provider�s system during a reverse auction must notify the contracting officer or designated representative immediately. (6) Training. The commercial reverse auction service provider or government representative conducts training for offerors. Offerors receive training through written material, the commercial reverse auction service provider�s website, or other means. Trainers name employees successfully completing the training as a �Trained Offeror.� Only trained offerors may engage in a reverse auction. The contracting officer reserves the right to remove the �trained offeror� title from anyone who fails to obey the solicitation or commercial reverse auction service provider terms and conditions. ***** INSTRUCTIONS TO OFFERORS: Submit quotes by email to matthew.wonch@dla.mil no later than August 13, 2020, at 2:00 P.M. Eastern Time. �Attention should be noted to FAR 52.212-1(f), concerning late submissions. �The offeror bears the risk of non- receipt of any email transmissions, and should ensure that all pages of the quote have been received by the designated office before the deadline indicated.� Email submissions by 5:00 pm one business day prior to the due date and time are encouraged to reduce the possibility of server or other cyber-related delays that may render your response as ineligible for consideration.
