Provision at A.4 ALL OR NONE-COMMERCIAL ITEM ACQUISITION, serves as an addendum that modifies paragraph (h) of FAR 52.212-1, entitled INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS.
