Amendment 0001 The purpose of this amendment is to: Extend the proposals due date from 3:00pm PST on 07/30/2020 to 3:00pm PST on 08/10/2020. Provide answers to questions submitted. QUESTIONS AND ANSWERS Question 1: Would it be possible to schedule a site visit at the facility? Answer 1: Yes. A site visit has been scheduled for Thursday, August 6, 2020 at 9:00am PST. Provide name(s) and company name to rochelle.bennett@va.gov not later than Tuesday, August 4, 2020 at 3:00 pm PST. Question 2: Reference Statement of Work, item 2 & 5: Both refer to 480V cabling to building 151 (main power and four new power cables from SCM2 transformer to building 151).  Are these different runs or are these two items referring to the same feeders? Answer 2: This is just one run (same feeders). Question 3: Are there site power drawings available?  In order to provide a good quote, we need to know the length of these runs, locations, indications of underground install, etc. Answer 3: Seventy feet max wire linear, three each #2 15Kv foil shield 133% insulation and one #2 bare CU wire. Question 4: What are the specs for the feeder cable itself (conductors/AWG/neutral/ground requirements)? Answer 4: Seventy feet max wire linear, three each #2 15Kv foil shield 133% insulation and one #2 bare CU wire, strait end kits at SC-3 and elbow kits on PM-12 end. Question 5: What casing is required (conduit specs/steel/etc)? Answer 5: You will be using the existing 4 conduit. Question 6: In the Statement of Work under line item B-2 the document states ""Remove & replace main power wires to building 151. There are no drawings attached to this RFP, so I need the following information to provide correct pricing: Question 6a: What size conduits are these feeders? Answer 6a: You will be using the existing 4 conduit. Question 6b: What is the size of the conductors for these feeders? Answer 6b: Seventy feet max wire linear, three each #2 15Kv foil shield 133% insulation and one #2 bare CU wire, strait end kits at SC-3 and elbow kits on PM-12 end. Question 6c: Are these conduits currently run underground? Answer 6c: Yes. Question 6d: Can we re-use the existing raceway for these new conductors? Answer 6d: Yes. Question 6e: What is the linear footage of these existing raceways? Answer 6e: 60 feet. Question 7: In the Statement of Work under line item B-5 the document states ""Contractor shall install four (4) new power cables from SCM2 transformer to building 151."" There are no drawings attached to this RFP, so I need the following information to provide correct pricing: Question 7a: What size conduits are these feeders? Answer 7a: You will be using the existing 4 conduit. Question 7b: What is the size of the conductors for these feeders? Answer 7b: Seventy feet max wire linear, three each #2 15Kv foil shield 133% insulation and one #2 bare CU wire, strait end kits at SC-3 and elbow kits on PM-12 end. Question 7c: What route do these conduits need to be installed IE underground, aboveground, outside? Answer 7c: Underground. Question 7d: What is the linear feet for this feeder run? Answer 7d: Seventy feet max wire linear. Question 8: Item #5 says install four new power cables. Are these primary or secondary power lines? Answer 8: Primary. Question 9: Will the power lines be provided that need to be installed, or does the offer need to include the price of the new power lines? Answer 9: Offer needs to include new power lines. Question 10: Have these transformers been tested previously? If so, when and can we get a copy of the report? Answer 10: They have not been tested for PCB. Question 11: Do all the transformers have oil level gages? Answer 11: Yes. Question 12: What is the size of the wire and the length of the pull between SCM2 and Building 151? Answer 12: Seventy feet max wire linear, three each #2 15Kv foil shield 133% insulation and one #2 bare CU wire. Question 13: Is this a new requirement, or is there a current or previous contractor who has performed similar services? If available, could you provide the incumbent contract or task order number? Answer 13: This is a new requirement. Question 14: What (if any) are the bonding requirements associated with this project? Answer 14: There are no bonding requirements. Question 15: B.2 Remove and replace main power wires to building 151. What is the length of the wire, wire size, type, and any specific voltage? Answer 15: Seventy feet max wire linear, three each #2 15Kv foil shield 133% insulation and one #2 bare CU wire, strait end kits at SC-3 and elbow kits on PM-12 end, 480 Volt. Question 16: B.5 Contractor shall install four new power cables from SCM 2 transformer to building 151 and add oil to each transformer as needed. What is the length of the wire, wire size, type, and any specific voltage? Answer 16: Seventy feet max wire linear, three each #2 15Kv foil shield 133% insulation and one #2 bare CU wire, Strait end kits at SC-3 and Elbow Kits on PM-12 end, 480 volt. Question 17: Do you know the oil type required for these transformers? Has the oil been tested in the past? Answer 17: High Dielectric Mineral oil. No, these transformers have not been tested for PCB. Question 18: Do you have an oil quantity that you want budgeted for this bid? Can the oil top off & labor be handled as T&M once quantities are determined? Answer 18: Estimated oil amount is 500 gallons. No. Question 19: Any onsite safety requirements that need to be met? Answer 19: Normal electrical safety requirements. Question 20: Do you have drawings or cable type and length for the four (4) cables you need replaced in this RFP? (from SCM 2 transformer to building 151). Answer 20: Seventy feet max wire linear, three each #2 15Kv foil shield 133% insulation and one #2 bare CU wire, strait end kits at SC-3 and elbow kits on PM-12 end, 480 volt. Question 21: Can the cable replacement be completed during straight time (ST) hours? Answer 21: Outage will be required and yes, it can be done during normal duty hours. Question 22: If oil sample cannot be taking safely while energized can we arrange an outage? Answer 22: No. Question 23: What level of electrical testing certification will be required for the contractor and/or the technicians for this contract? Answer 23: Proper continuity/phasing testing on the wiring and a certified testing lab for the oil PCB testing. Question 24: Is this a re-newel on an existing contract or is this a new requirement? Answer 24: This is a new requirement.
