Description
NOTICE OF INTENT TO AWARD SOLE SOURCE The Department of Veterans Affairs (VA), Strategic Acquisition Center -Frederick (SAC-F), hereby formally announces the intent to award a firm-fixed price contract on a sole source basis (under the authority of 41 U.S. Code § 1901as implemented by FAR 13.5) to American Heart Association (AHA) to provide support for VA s existing 800 existing mobile cardiopulmonary resuscitation (CPR) stations, 645 new mobile CPR stations, each containing one adult and one infant quality CPR (QCPR) manikin, and 71,000 existing AHA Basic Life Support (BLS), Advanced Cardiovascular Life Support (ACLS) and Pediatric Advanced Life Support (PALS). The existing Veterans Health Administration (VHA) environment consists of the following courseware/licenses and equipment that require support. The items/equipment in the current VHA environment are as follows: (1). HeartCode® Complete (2). Resuscitation Quality Improvement 2020 (RQI2020)® (3). CPR Mobile Skills Stations (4). Laerdal QCPR® Adult and QCPR® Infant manikins (5). Resuscitation course content and biannual and quarterly skill testing in Responder, BLS, ACLS and PALS In order to continue to receive consistent, cohesive, and accurate analytical data, the services required to support the existing specialized equipment and courseware must be able to integrate with each other. The VHA REdI program owns an enormous amount of specialized AHA equipment. The unique and highly specialized analytical capabilities used to support the existing equipment and courseware are essential to the government s requirement, thereby precluding consideration of support services provided by another company This notice of intent is NOT a request for competitive proposals. However, all interested parties that identify to the Contracting Officer their intent, in writing, and capabilities to satisfy the Government's requirement within 7 calendar days of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
