9 June 2020 JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION-Sole Source Supply: General Electric F-118 Engine Support Equipment. Authority:���� 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements - 6.302-1(a)(2) Only available through one source. Total Value of the Purchase Order w/ Options: $230,000.00 Contracting Activity: 183d WG, Illinois Air National Guard, Springfield, IL 62707. �Description of the Action: A single Firm Fixed Price (FFP) purchase order is anticipated to be awarded to the small business concern through the procedures of Federal Acquisition Regulation (FAR) Part 16.5. The solicitation will be posted to FBO.gov as Other Than Open and Full Competition (Sole Source) requirement. The General Electric F-118 Engine Support Equipment (SE) will be procured using FY20 O&M funds. Description of Supplies/Services: The 183d Wing, Illinois Air National Guard, Springfield, IL intends to enter into sole source negotiations with Rhinestahl CTS for the procurement of support equipment used for the General Electric F-118 Jet Turbine Engine in the U-2 Aircraft. Rhinestahl CTS is General Electric Aviation�s OEM Authorized provider of aviation and gas turbine engine support equipment. Reason for Authority Cited: As described in FAR 6.302-1(a)(2)) Application for brand name descriptions, and acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacture does not provide for full and open competition, regardless of the number of sources solicited; and shall be justified and approved in accordance with FAR 6.303 and 6.304. General Electric (GE) Aviation is the Original Equipment Manufacturer (OEM) of the above engine SE having manufactured their parts. GE selected Rhininestahl as GE's sole OEM authorized tooling provider for the GE F-118 GE's U2 aircraft engine line. There are no other GE authorized manufacturing sources for the subject SE. In addition, continuation of the procurement of the GE Aviation engine tooling is necessary for compatibility with the existing configuration. ��Efforts to Obtain Competition: Market research was conducted and confirmed that there are no additional vendors that can provide the SE and tooling. Various Internet search engines (Google, Yahoo & Bing) were queried for potential sources of this requirement; however, only Rhinestahl was identified. As required by FAR 5.201, the proposed effort was synopsized on the Federal Business Opportunity website on 19 June� 2020. The primary synopsis period has elapsed with no inquiries received. �This justification and approval will be posted with the RFQ IAW FAR 6.305 Availability of Justification. IAW FAR 5.202 (a)(6) a synopsis is not required if the proposed contract action is an order placed under subpart 16.5. ��Actions to Increase Competition: For the reasons set forth in paragraph 6, the 183d Wing has no plans to compete future contracts for these types of supplies covered by this J&A. Market Research: Market research was conducted through contact with General Electric.� In additional the Federal Business Opportunities was queried for similar purchases and all were made using similar justifications.
