Description
This is a Request for Information (RFI) issued by the United States Central Command (USCENTCOM). USCENTCOM is conducting this RFI as market research to determine the solutions available to address the prospective requirement described below. This is not a formal Request for Proposal (RFP) or Quote (RFQ) and no submissions will be accepted as official offers for a contract.�USCENTCOM will not reimburse respondents for any expenses associated with this RFI. Background and Prospective Requirement: � United States Central Command (CENTCOM) Operations Directorate � Interagency Group Irregular Warfare (IW) Fusion Cell is seeking a Joint Integration Collaboration System (IT Platform).� The desired solution must: Be TAA compliant Be approved for use on DoD networks (NIPR and SIPR) Meet cybersecurity standards and policies Additionally, the Database will integrate multiple systems to form a Common Operating Picture (COP)-custom organize how information is presented-ensure collaboration tools between Department Of Defense/Interagency (DOD/IA)-require a mapping system compatible with all platforms-Provide Human Cultural analysists that have worked at GCC level commands in that position.� The system must have both human and technical GCC experience, history with working with IA and experience with strategic plans.� System will also support Irregular Warfare (IW) and Global Powers Competition (GPC) initiatives from tactical to strategic levels- Must include link analysis software that integrates into reports, searches and mapping functions.� �� Purpose of Requirement To enable the fusion cell to complete all the tasks provided while supporting the greater CENTCOM community (all directorates, subordinate commands, Coalition, and Inter-Agency). To utilize CENTCOM IW Fusion Cell Database as a model for Best practices across the whole of government (WOG)/COCOMs and GCCs. CAPABILITIES REQUIREMENTS: The base level requirement is to obtain a system that can provide Unclassified/Classified Data Fusion.� This will allow the process of integrating multiple data sources to produce more consistent, accurate and useful information than that provided by any individual source The chosen solution should: Either be cloud based or server based (should have the capability to do both). Provide an Artificial Intelligence (AI) capability. Provide the ability to build metrics/performance measures for effectiveness with plans for assessment boards. Provide collaboration tools that enable the ability to synchronize files and open source feeds while extracting relationships from uploaded data for target system analysis and development of key nodes. Enable assessment of country internal and external priorities between agencies to ensure common assessment for a whole of government approach. Using tools such as Joint Collaboration Intelligence Platform (JCIP) which has information already installed that are political, trade, economic cooperation, security agreements�etc. to help the analyst understand the environment and what 2nd and 3rd order of effects of each decision (i.e. sanctions) might have. Track historical events to build conceptual awareness of impacts to the civilian environment. Support reporting of PMESII-ASCOPE elements (persons, places, events) that supports target development with second and third effects facilitated by system-of-system analysis. Has the ability to use the link analysis tool of relationships and place them by time or place on the mapping function. Identify and share country analysis to include domestic and foreign influences and perspectives. Ability to compare countries side-by-side enabling quick analysis of domestic and foreign influences and proliferation of great Power Competition. Deep network-based analytics are run on any source information (reports, products and various machine learning based search results) and viewed geographically or in a network link analysis format. This information is critical for human terrain analysis, developing a common operating picture and supporting operational needs Software platform must be both exported and directly integrated with existing systems on any network and other link analysis tools used by command analysts. Combine cognitive computing technologies with business process management tools intelligently to automate business processes; in order to aid data analysis for decision making. The use of these technologies to create �always on virtual assistants� that can intelligently automate entity extraction and automatically generate reports in narrative format. Critical to the system is the ability to take complex data from multiple systems and sources/reporting and auto generate reports, auto fill LOE/IMO, auto generate Link Analysis.� This system should also be able to auto generate reports from raw data. Provide a database platform that will collect real-time news from recognized and reliable information and intelligence sources around the world. Provide users the ability to customize how they receive their feeds including identifying specific sources, keywords, frequency, sharing, etc. Additional sources should be able to be added to platform including internal intelligence systems, proprietary data feeds, etc. Provide advanced text analytics capabilities that enable the analysis of structured and unstructured data found in documents, emails, databases, websites, and other enterprise repositories. Provide natural language processing tools and recommendations engine must enable users to rapidly surface valuable insights from all existing intelligence systems and data sources. Enable link analysis / network diagrams with entity extraction tools. Provide intuitive search using common language processing that correlates to work synonyms in other reports Advanced search features and ability to filter data based on multiple facets Web crawler that ingests Open Source Intelligence data, reports, articles on defined search parameters, real-time and over time; continuously updates as requested from the user Rapidly piece together finished intelligence into a single cohesive intelligence picture with geo-mapping, heat maps, and baseball card style reports Reports and search results must be viewed geographically with map overlays to provide coherent context; integrate preferred GIS solutions such as ArcGIS, Falcon View, and Google Earth. View, import and export KML or KMZ files, ArcGIS services, and portal items. Drag files, URLs or scan a QR code to add data. Map locations as closely as possible (down to town level), identify key personnel (political/military/social figures), organizations, and be able to perform basic network/nodal analysis Identify key people, events, connections, and patterns Personalize content to individuals or groups of people so that they see only what they are authorized to see and/or what is relevant to them Cognitive computing tools to provide 24/7 �virtual research assistants� Minimize the need for content administrators by automating content ingestion with auto-tagging capabilities Statement of Limitations 1.�USCENTCOM represents that this RFI, submissions from respondents to this RFI, and any relationship between USCENTCOM and respondents arising from or connected or related to this RFI, are subject to the specific limitations and representations expressed below, as well as the terms contained elsewhere in this RFI. By responding to this RFI, respondents are deemed to accept and agree to this Statement of Limitations. Respondents to this RFI acknowledge and accept USCENTCOMs rights as set forth in the RFI, including this Statement of Limitations. 2.�USCENTCOM reserves the right, in its sole discretion, without liability, to utilize any or all of the RFI responses in its planning efforts.�USCENTCOM reserves the right to retain and utilize all the materials, information, ideas, and suggestions submitted in response to this RFI. 3. This RFI shall not be construed in any manner to implement any of the actions contemplated herein, nor to serve as the basis for any claim whatsoever for reimbursement of costs for efforts expended in preparing a response to the RFI. 4. The submission of an RFI response is not required to participate in any potential future solicitation. 5. To the best of USCENTCOMs knowledge, the information provided herein is accurate. 6. This RFI is issued solely for information and planning purposes and does not constitute a solicitation.
