- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Sole source procurement of an Image Splitter for Nikon Ti2-E Inverted Microscope SOLICITATION NUMBER: NB644030-20-02916 RESPONSE DATE: 08/05/2020 DESCRIPTION: The Polymer Processing Group of the Materials Science and Engineering Division at the National Institute of Standards and Technology (NIST) is conducting significant research in the processing and performance of printed polymeric semiconductors. A new thrust for this research is the study of redox polymers appropriate for use in organic electrochemical transistors that enable novel classes of biosensors. To further the NIST mission there is a need to purchase an OptoSplit II emission image splitter with bypass, software, and recalibration, upgrade for a NIST owned Nikon Ti2-E Inverted Microscope. ��NIST intends to procure this upgrade directly from the manufacturer, Nikon Instruments Inc. located at 1300 Walt Whitman Road - Melville, NY Sole Source justification is based on the following: The NIST-owned Nikon Instruments system requires an upgrade and is patented by the manufacturer; the module being added by this action must be entirely compatible with the existing system.� Market research has shown that there are no other instruments that are compatible with the existing system except for that produced by the original manufacturer. ��Nikon Instruments Inc. integrates products as a proprietary integration via NIS Elements Software, an exclusive Nikon interface. Items to be integrated and supported by Nikon Instruments, Inc. must be purchased through Nikon to ensure proper integration, safety standards, and performance to factory specifications. Obtaining these products from an outside source with the intent to integrate with the Nikon system would result in a voided factory warranty and could be in violation of being non-compliant to CDRH certification safety standards. Additionally, Nikon has no authorized resellers for Nikon research products in the U.S. NAICS code for this requirement will be 334516 � Analytical Laboratory Instrument Manufacturing with a small business size of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 08/05/2020 will be considered by the Government.
