Description
This notice is to correct the pre solicitation synopsis to read as a Total Small Business Set Aside. All contractors are required to contact the Contracting Officer in regards to this solicitation. The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of the Interior's (DOI) Bureau of Land Management (BLM), has a requirement for fully contractor operated and maintained helicopter services to support fire suppression and natural resource activities. The helicopters will be based in Burns, OR and Twin Falls, ID to support missions including, but not limited to, interagency fire management program support such as wildland fire suppression, fire monitoring, initial attack, and related resource activities. Some technical flights are conducted in a high angle vertical environment with minimal rotor clearance. Contractor may be required to operate from an alternate base when dispatched by the Government. This requirement is for two medium (Type II) helicopter meeting the following minimum aircraft requirements; ITEM 1 Burns, OR Aircraft Required: One medium helicopter equipped as specified in Section B. Designated Base: Burns, OR Estimated Exclusive Use Period: June 03 through September 10 (110 days) Crew Compliment Required: Pilot-in-Command (PIC), Fuel Servicing Vehicle Driver(s), Relief PIC, Relief Fuel Servicing Vehicle Driver(s), Mechanic, and Relief Mechanic Fuel Servicing Vehicle Equipment: Per Solicitation Section B. A truck and trailer combination is acceptable. The vehicle�s tank(s) must have a capacity of a minimum of 16 hours of useable fuel for the make and model helicopter operating on the contract based on the Helicopter Fuel Consumption and Weight Reduction Chart Exhibit Additional Fuel Cache: An additional fuel cache positioned at Fields, OR with a minimum useable capacity of 8 hours of fuel for the make and model of helicopter offered. Minimum Helicopter Requirements: Seating: Nine (9) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single-pilot operated. Payload: Non-jettisonable payload (HOGE)* of 1,650 pounds at 25 degrees C at 7,000 feet pressure altitude using a pilot weight of 200 pounds, a 35-pound survival kit and fuel for 1.9 hours. Powerplant: Turbine engine Airspeed: 95 Knots Landing Gear: Skid type ITEM 2 Twin Falls, ID Aircraft Required: One medium helicopter equipped as specified in Section B. Designated Base: Twin Falls, ID Estimated Exclusive Use Period: June 3 through September 10 (110 days) Crew Compliment Required: Pilot-in-Command (PIC), Fuel Servicing Vehicle Driver(s), Relief PIC, Relief Fuel Servicing Vehicle Driver(s), Mechanic, and Relief Mechanic Fuel Servicing Vehicle Equipment: Per Solicitation Section B. A truck and trailer combination is acceptable. The contract includes options of renewal for an additional four years. The Contractor shall possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR Part 135, 133, and 137. The anticipated issue date of the solicitation is on or about August 17, 2019 with a projected closing date of September 18, 2020. This requirement will be solicited as a TOTAL SMALL BUSINESS SET ASIDE under NAICS code 481211, Nonscheduled Air Passenger Transportation, which has a small business size standard of 1,500 employees or less. The successful offeror(s) must be registered in the System for Award Management (SAM) in order to receive an award.
