- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with the Escal Institute of Advanced Technologies, Inc., (dba SANS Institute), 11200 Rockville Pike Ste 200, North Bethesda, MD 20852, for the acquisition of Information Security Training, needed by the Office of Information Systems Management(OISM), Information Technology Security and Networking Division (ITSND) �at NIST, Gaithersburg, Maryland. Sole Source determination is based on the need to renew 5600 licenses for Securing Human video series that is currently integrated in the Commerce Learning Center (CLC). �The product is used by all NIST staff to complete annual information technology security and privacy training. �SANS Securing the Human (STH) software licenses is a sole source product, manufactured, sold and distributed exclusively by the Escal Institute of Advanced Technologies. �SANS has the exclusive and copyright protection to produce, sell and deliver SANS products and services. �Only SANS can provide the official SANS Curriculum and SANS Certified Instructors to provide training on any SANS classes, including all Global Information Assurance Certification (GIAC) prep courses. �The SANS Technology Institute is accredited by the Middle States Commission of Higher Education Accreditation. The Escal Insititute of Advanced Technologies is the only known vendor capable in providing the required Information Security Training. The North American Classification System (NAICS) code for this acquisition is 511210 � Software Publishers. The small business size standard is $41.5M.� No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 8:00 a.m. Eastern Time on August 8, 2020 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Prateema Carvajal at Prateema.carvajal@nist.gov. All responses to this notice of intent must be submitted so that they are received at Prateema.carvajal@nist.gov no later than the aforementioned due date. �
