- NOTICE OF INTENT The 502d Contracting Squadron (CONS), Joint Base San Antonio (JBSA) Lackland, TX intends to solicit and award a sole-source contract to Delcom Group, L.P., 2525B E Hwy 121 Ste 400, Lewisville, TX, USA, under the authority of FAR 13.106-1(b)(1)(i) for support and maintenance of the Inter American Air Forces Academy (IAAFA) Classroom of the Future (CoF) Phase I. CoF Phase I consist of (12) classrooms equipped with Hoylu Hoyluwall technology with Huddlewall panels, display screens, interactive projectors, software platform, Bluetooth capability, and tablet connection capability.� Since Delcom Group did the initial design and engineering of CoF Phase I, they have all the schematics and diagrams.� Having another company attempt to support Delcom Group's work would create a significant delay and substantial duplication of cost.� The services to be rendered are unique and highly specialized by brand name. Due to Hoylu's proprietary technology, only vendors authorized by Hoylu can perform the required support and maintenance in IAAFA's CoF Phase I. Delcom Group is an authorized Hoylu partner and has all the training and experience necessary to support and maintain the hardware and software found in IAAFA�s CoF Phase I. This notice is not a request for competitive proposals and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12, Acquisition of Commercial Items, and intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i).� Interested organizations may submit their capabilities and qualifications to perform the requirement in writing to victor.santana_feneque.2@us.af.mil @us.af.mil no later than 3:00 PM central daylight time (CDT), Wednesday, 5 August 2020. The Government will not be responsible for any cost incurred in preparation of responses to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The anticipated period of performance for the support and maintenance of IAAFA�s CoF Phase I will be for 60 months, including four (4) option periods. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued based upon this Notice of Intent.
