Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://beta.sam.gov/) and NECO (http://www.neco.navy.mil/). This is a Request for Quotation (RFQ). The solicitation number is N0018920QZ392. The proposed contract action is for commercial SERVICES. The NAICS code is 561920 and the Small Business Size Standard is $12.0 Million. This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-07 and DFARS Change Notice 20200605. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAVSUP FLC Norfolk Philadelphia Office intends to solicit with the firm Society of Hispanic Professional Engineers (SHPE) CAGE: 4BB51 on a sole source basis. The proposed acquisition is for the Commander Navy Recruiting Command (CNRC). This action will result in a firm fixed price purchase order. The proposed contract action is for Services for which the Government intends to solicit and negotiate with Society of Hispanic Professional Engineers (SHPE) under the sole source authority of FAR Part 13. The sole source nature of this requirement is based on the determination that Society of Hispanic Professional Engineers (SHPE) is the only organization that can provide the required goods and services based on the association�s primary ethnic focal point. The IPC STEM conference, a globally recognized conference, is the only event that reaches over 9,000 aspiring and practicing engineers, educators, and representatives of more than 100 academic institutions, Government agencies, corporations, and nonprofit organizations. No other event was identified during market research at which the Navy could reasonably expect to encounter a similar amount of exposure to Hispanic (Latina/o) College and High School students. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than Society of Hispanic Professional Engineers (SHPE). However, the Government will consider information received by the specified response date. All responsible sources may submit a quote which shall be considered by the agency. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The anticipated period of performance is 01 Aug 2020 through 30 Jun 2021. Responsibility and Inspection: unless otherwise specified in the resultant order, the contractor is responsible for the performance of all inspection requirements and quality control. The Requirements Statement is as follows (Section B): STATEMENT OF WORK FOR Society of Professional Engineers I. BACKGROUND In support of the Chief of Naval Operations Diversity Policy, it is important for Navy Recruiting Command and required personnel to participate in the Society of Professional Engineers (SHPE). The SHPE package will encompass the period of Aug 1, 2020 through June 30, 2021, to include recommended services to support the US Navy recruiting opportunities and outreach venues to reach the Hispanic student market. The proposal establishes a set of activities that will support the Navy�s mission of recruiting and retaining a diverse Navy. Participating in SHPE will provide the Navy the opportunity to expand the scope of our involvement, increase a diverse representation within our Navy, and strengthen our relationship with this organization�s regional leadership. II. OBJECTIVE SHPE event will provide increased visibility and awareness of the US Navy to the Science, Technology, Engineering, and Mathematic (STEM) Hispanic students. The purpose of this package is to participate in the conference to bring awareness and garner leads. The Navy�s recruiting mission is to aggressively recruit the best and the brightest students to serve our nation. SHPE provides the Navy access to these talented and diverse students. III. SOW PACKAGE OF DELIVERABLES IPC Membership = Sponsor Recognition, National Convention, National Institute for Leadership Advancement, Regional Leadership Development Conference, Navy and SHPE will collaborate on additional virtual engagement opportunities during the off-cycle months including but not limited to participation in NILA (scheduled for August 6th - 8th) Keynote Speaking Event = Ten minute time slot with Undergraduate, Graduate and Professionals Silver Level Sponsorship = Career fair table Resume files of attendees {Memorandum ~ Department of the Navy, Office of the Assistant Secretary, (Financial Management and Comptroller) dated May 12, 2006 indicates ~ Conferences sponsored by non-Federal entities � non-severable fee: The DON may pay or provide reimbursement for food purchased as a non-severable, non-negotiable portion of a registration or attendance fee} IV.
