- Notice of Intent to Award Sole Source Purchase Order to RAYTHEON INTELLIGENCE AND SPACE N66001-20-Q-6759 This synopsis is hereby issued in accordance with FAR Part 5.201. The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific), hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with RAYTHEON INTELLIGENCE AND SPACE DUNS:049973027, CAGE Code: 1L3B8, at 1801 Hughes Dr. Fullerton, CA 92834. The requirement is for the purchase of the following: ITEM 0001: Services to modify current Enhanced Position Location Reporting System (EPLRS) Radio RT-1915 operational software version 11.4.1.7.3 to operate with EPLRS RT-1915 XF-1 radios. Manufacturer: Raytheon Intelligence and Space QTY: 1 Lot The proposed contract action is for commercial services which the Government intends to solicit and negotiate with only one source under authority of 41 U.S.C. 1901, as implemented by FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13.5 apply. Raytheon holds proprietary rights to the technology used in the EPLRS; as such, Raytheon is the only approved source of software update version 11.4.1.7.3 for EPLRS Non-Type 1 compatible operations capability. The Government intends to negotiate solely with Raytheon Intelligence and Space under the authority of FAR 13.106-1(b), Only Capable Source. The applicable NAICS Code is 541519 and the business size standard is 30 million. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a quote which shall be considered by the agency. Comments, questions or concerns regarding this notice or required for solicitation may be submitted via e-mail ONLY to jai- lynne.rubio@navy.mil by 30 July 2020 at 1500 PST. All responses received before said date will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
