Description
The United States Forest Service, Southwestern Region 3, is requesting Architect-Engineer Qualifications, SF 330s, from qualified Architect Engineer (A-E) firms interested in providing A-E services in support of Arizona and New Mexico National Forests Professional Land Surveying Services. This acquisition is being conducted in accordance with (IAW) FAR Subpart 36.6 and all other applicable laws and regulations. Standard Form (SF) 330s will be reviewed for possible award of up to four (4) or more firm-fixed priced Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for multi-discipline A-E Services by contracting zone. Each resulting IDIQ will have a one (1) year base period and four (4) one (1) year option periods.� Professional A-E services for projects will be accomplished under Task Orders.� All Task Orders to be awarded under this Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) will be competed under FAR 16.505, Fair Opportunity, in accordance with the Selection of Architects and Engineers statute (40 USC Chapter 11), Federal Acquisition Regulation (FAR) Subpart 36.6. The total dollar value of all contract awards under this A-E IDIQ shall not exceed $2,000,000.00 over a five year period. The A-E services required include but are not limited to the following: The performance of work under this contract involves the location and identification of National Forest System (NFS) land boundaries coincident with other ownerships. This may include, but is not limited to all aspects of boundary and right-of-way surveys encompassing retracement surveys, dependent resurveys, section subdivision surveys, metes-and-bounds surveys, right-of-way surveys of the Public Land Survey System, Homestead Entry Surveys, Mineral Surveys, Small Tracts Act, Townsite Act Surveys, and Education Land Grant Act Surveys, as well as, marking, posting, and maintaining NFS land boundaries. All work performed under this contract shall be under the direct supervision of a Registered Land Surveyor (RLS) of the State of Arizona or Professional Surveyor (PS) in the State of New Mexico, as determined by location of work assignment. The Contractor shall furnish all labor, supervision, transportation, equipment, supplies, materials (except Government furnished materials), and incidentals necessary to complete the work as specified. The A-E will be within the North American Industry Classification System (NAICS) code, 541330 Architectural Services. The small business size standard for this NAICS Code is $16.5M. Oral Communications ARE NOT acceptable in response to this notice. The qualifications documents must be submitted in written format via email to David.l.watson@usda.gov not later than 4:00 PM (PT) on 28 August 2020.
