DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Teledyne Digital Imaging US, Inc. Doing Business As: Teledyne Princeton Instruments, located at 3660 Quaker Bridge Rd., Trenton, NJ, 08619-1208, to fulfill the below requirement. The Material Measurement Laboratory�s Materials Measurement Science Division (MMSD) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis. Measurement techniques are used to determine sample composition as well as structural, electronic, and chemical properties of a wide variety of organic, inorganic and biomolecular systems where materials of interest are typically present as either micro/nano-scale features or monolayer/multilayer films. To meet mission requirements; the MMSD needs to procure an upgrade to its existing Raman Spectroscopy system to allow the upgraded system to perform hyperspectral Raman measurements with user supplied/developed custom software and hardware components. Pursuant to this application, the detector system must be fully compatible with a Princeton Instruments Sophia 2048BX CCD Camera System and IsoPlane SCT-320 imaging spectrograph to yield imaging/spectral characteristics with this detector system with respect to the existing hardware and software.�� Any deviation from compatible components would result in a reduced level of performance; resultant downtime; extensive costly reengineering and retrofitting; and or total system failure. Sole source determination is based on the following:� Princeton Instruments has developed the software and hardware technology and has proprietary rights to the Technology used in the upgrade: US Patents and copyrights. The compatibility requirement results in the need for the following Princeton Instruments components to fulfill the government�s need: 1).�� 1 ea. IsoPlane-320, IsoPlane SCT-320 Imaging Spectrograph: Focal length 320 mm; Aperture ratio of f/4.6; CCD spectral resolution of 0.08 nm at all points on the focal plane; Reciprocal linear dispersion 2.30 nm/mm; Wavelength coverage across 26.8 mm wide CCD of� 63 nm; Wavelength accuracy +/-0.2 nm (up to 0.02 nm with IntelliCal Wavelength calibration);� Astigmatism of Zero at all wavelengths;� Spatial resolution (MTF) ?8 line pairs/mm @ 50% modulation, measured over 27 x 8 mm focal plane; with i3-060-500-P,� i3-180-HVIS-P , i3-240-HVIS-P on turret number one and i3-120-300-P, i3-120-500-P, i3-120-750-P on turret two calibrated gratings/turrets;� and Computer interfaced and controlled by LightField tm acquisition software with Integrated LabView, Matlab and Python support with IntelliCal � accurate intensity and wavelength spectral calibration with 3 years of� minor and major version upgrades. 2). 1 ea.� SOP-2048BX-15, Princeton Instruments SOPHIA 2048BX Large Format CCD Camera: with Back-illuminated, eXcelon CCD sensor for highest sensitivity and reduced fringing (etaloning); a 2048 x 2048, 15 x 15 m pixels (30.7mm x 30.7mm) CCD; with 16-bit ADC with 16MHz (4 MHzx4), 4MHz (1 MHzx4), 400 kHz (100kHzx4) with 4-port/2-port/1-port selectable readout; Cooling down to -90C with flexible cooling with Air or Liquid or Air+Liquid assist ArcTec� Cooling technology with all-metal seals, a permanent vacuum guarantee; an F -mount with 45mm electromechanical shutter; and USB 3.0 interface with control by LightFieldtm 64-bit software with built-in Math Engine and LabView/Matlab/EPICS/Python support, PICam SDK for Windows 10 64-bit; and a Unichrome UV coating.�� The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 8:00 am EST August 3, 2020, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
