- Campus Lab on a brand Name Only basis. THIS IS A Sources Sought Notice ONLY. The U.S. Government, Mission & Installation Contracting Command, West Point, NY is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and the ability to perform this requirement. The requirement is for Campus Lab Course Evaluation with IDEA SRI Intrument a brand Name Only basis. The statutory authority for this Brand Name Requirement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Course Evaluation must be 100% compatible with the Campus Lab. Furthermore, the Course Evaluations must be seamlessly compatible with the Campus Lab Course Evaluation with IDEA SRI Instrument. This is a brand name requirement for the Course Evaluation with IDEA SRI Instrument Campus Lab with the following features/characteristics. � Collect evaluation data using the Student Ratings of Instruction � (SRI) instrument which is designed to control for extraneous circumstances (e.g. class size or student motivation), provide comparative scores, and provide actionable steps to improve learning � Establish appropriate measures of student and faculty classroom performance using the Diagnostic Feedback, Teaching Essentials, and Learning Essentials instruments designed to collect summative and formative feedback about student progress on relevant course objectives, instructor teaching methods, and student impressions of their course experience � Gather immediate student responses after each class or unit using an Instant Feedback instrument, delivered to students via their mobile devices that shows faculty whether students understood instructional material delivered during a given session � Integrate with your student information system (SIS) or enterprise resource planning (ERP) system through secure file transfer protocol (SFTP) or application programming interface (API) methods designed to securely transfer course, section, student enrollment and instructor assignment information � Enable faculty members to choose appropriate learning objectives per course � Provide a link to students within your learning management system (LMS) or through e-mail � Customize evaluation instruments by college, department, course, course type, or other attributes � Automate the delivery of faculty electronic reports via e-mail or the web � Produce one page summary reports (per term) for faculty promotion and tenure files � View open-ended comments separate from quantitative responses � Export results into Excel for additional review or analysis Product Configuration Services: configuration of Course Evaluations to include special custom questions for each administration. Specific activities involved in producing these custom questions include: � Building the attribute questions into the system � Ensuring the hierarchy of question order is correct � Managing changes to existing custom attribute questions No gray market product offers will be entertained. Offerors must be an authorized distributor, valued added vendor, or authorized reseller for Campus Lab. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. However, the Government is actively seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women- Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside. ELIGIBLITY: The applicable NAICS code(s) is�511210 /Software Publishers�with a Small Business Size Standards of 41,500,000 employees. In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUB Zone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information, in sufficient detail to facilitate making a capability determination. In example: lead time after receipt of order, shipping terms if other than FOB Destination, evidence of status to sell the brand name required, authorized distributor, valued added vendor, or authorized reseller for Campus Lab, as well as previous experience on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc. 4. Information to help determine if the requirement for Campus Lab Course Evaluaion w/IDEA SRI Intrument requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Not required, but requested, identify how the Army can better structure these contract requirements to facilitate competition, including competition among small business concerns. 6. Recommendations to improve the Army's approach/specifications/draft PWS/PRS to acquiring the identified items/services.
