Description
This is a Sources Sought Notice. In preparation for an upcoming procurement, the Department of the Interior (DOI), Bureau of Reclamation (BOR), Region 10 California Great Basin Region Construction Acquisitions Office, Sacramento, CA is conducting market research to determine potential sources for a large construction project The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $39.5M. This source sought notice is for market research and acquisition planning purposes only. No formal solicitation for this work exists at this time. All types of businesses with the capability to fulfill the requirements briefly described herein are encouraged to submit responses. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $100,000,000.00 and $500,000,000.00. This procurement will require 100% performance and payment bonds. Work is located within Tulare and Kern Counties, California, between the town of Lindsay on the north end and Lake Woollomes on the south end. The principal components of work are as follows: 1.Construction of approximately 19 miles of concrete-lined canal adjacent to the existing Friant-Kern Canal from the existing Tule River siphon outlet to the existing Avenue 16 bridge, including approximately 5,700,000 cubic yards of earth excavation; handling, hauling and placing of the excavated material in embankments, including approximately 5,700,000 cubic yards of compacted embankments; trimming of the canal prism; and furnishing and placing approximately 1,229,000 square yards of unreinforced concrete canal lining. The canal has a 24-foot bottom width, 1.5 to 1 side slopes with height varying from approximately 17 to 20-feet. 2. Construction of approximately 12 miles of concrete liner and canal embankment raise along the existing Friant-Kern Canal in two zones. The first 7.5-mile zone is located upstream of the new canal work, from the existing 5th Avenue check structure outlet to the Tule River check structure inlet. The second 4.8-mile zone is located downstream of the new canal work, from the existing Avenue 16 bridge to the Woollomes Road bridge. The concrete liner raise varies from 13 to 24-inches. The work includes hauling and placing of material in embankments, including approximately 160,000 cubic yards of compacted embankments; trimming of the liner raise area; and furnishing and placing approximately 61,000 square yards of unreinforced concrete canal lining. The raise work includes modification (raises) to approximately 14 existing reinforced concrete turnout structures on the existing canal including reinforced concrete, miscellaneous metalwork, sitework, hydraulic gates and actuator modifications, complete with appurtenances and modifications to instrumentation and electrical components. 3. Construction of approximately 16 reinforced concrete inverted siphon undercrossings of approximately 14 roadways and 2 stream channels (Deer Creek and White River) including restoration of the existing roadways and stream channels. Siphons are triple box siphons, each box 19-foot by 19-foot in dimension, varying in length from approximately 190 to 320-feet, with 50-foot long structural inlet and outlet transitions. 4. Construction of 2 reinforced concrete check structures (Deer Creek and White River), reinforced concrete inlet and outlet transitions and control buildings, including furnishing and installing miscellaneous metalwork, chain link fencing, fabricated steel radial gates, complete with appurtenances, lifting mechanisms, instrumentation and electrical components. 5. Construction of approximately 23 reinforced concrete turnout structures on the new canal including a waste way turnout structure at the Deer Creek Check and White River Check. The work includes furnishing and installing pipelines, connections to existing infrastructure, reinforced concrete junction weir boxes, miscellaneous metalwork, chain link fencing, hydraulic gates, complete with appurtenances, actuators, instrumentation and electrical components. 6. Construction of 4 stormwater pump stations up to 500 gallons per minute capacity, including furnishing and installing pumps, pipelines, concrete wetwells, miscellaneous metalwork, equipment, sitework complete with appurtenances, instrumentation and electrical components. 7. Removal, disposal, and salvage work at two existing automatic wasteways, and at two existing check structures (Deer Creek and White River). 8. Miscellaneous utility relocation and modification work including, but not limited to, utility pipeline overcrossings on the new canal and old canal, drainage culvert construction, and irrigation well demolition and abandonment. Interested parties shall include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, Small Business classification (Large Business, Small Business, Veteran-Owned Small Business, Woman-Owned Small Business, 8a, HUBZone, Service-Disabled Veteran-Owned Small Business etc.), and a point of contact; (b) A positive statement of your intention to submit an offer/bid for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers for similar scope and complexity turnkey projects completed or substantially completed within the last five years. Detail collaboration efforts and role of interested party and collaborating manufacturers, designers and subcontractors. Please do not include more than three past projects; and (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work. (e) Bonding capacity on a single-job; System for Award Management (SAM) applies to this procurement. Prospective contractors must be registered in the System for Award Management (SAM) prior to award. Lack of registration in the SAM database will make an offeror ineligible for award.
