- Description
- The Naval Air Systems Command, Unmanned & Weapons Procurement Department (AIR 2.4.2.1), Patuxent River, MD intends to procure the Tactical Situation (TACSIT) Tool known as Zeus to increase the situational awareness, safety of flight and mission execution of MQ-9A Reapers currently operated via a Contractor-Owned / Contractor-Operated (CO/CO) approach under NAVAIR contract N00019-18-C-1063.� However, in order to fulfill the United States Marine Corps (USMC) requirement for Persistent Strike efforts, a Government-Owned / Government-Operated (GO/GO) approach is being established and the United States Navy, under contract N00019-20-C-0031, is procuring the MQ-9A Reapers operated under contract N00019-18-C-1063. In preparation for the establishment of the GO/GO approach, USMC pilots are currently being trained on United States Air Force (USAF) MQ-9A Reaper Systems, which include the Zeus TACSIT tool.� The procurement of Zeus will help ensure a seamless transition for the USMC pilots from the USAF�s MQ-9A Reaper System to the USMC�s MQ-9A Reaper System as well as prevent the need to re-train the USMC pilots on a new TACSIT tool.� The Zeus TACSIT tool further meets the USMC�s needs by providing the required Safety of Flight.� In addition, the Zeus TACSIT tool meets the USMC�s requirement of interoperability with the USAF by promoting mission execution that is in alignment with USAF architecture, Remote Split Operations (RSO), and USAF Tactics, Techniques and Procedures (TTPs) and possesses an Authority to Operate (ATO) and Risk Management Framework accreditations on the USAF Airborne Control Network. As such, the Zeus TACSIT tool is a critical component of the MQ-9 Reaper System and is required for the USMC�s MQ-9A Reaper System. The Zeus TACSIT tool is an integrated software environment consisting of: 1) Multi Source Correlator Tracker (MSCT), 2) MSCT Display Server, and 3) the Meridian centralized imagery service.� NAVAIR intends to procure the Zeus requirement (MSCT System, MSCT Display Server, and Meridian centralized imagery service) through the U.S. General Services Administration (GSA).� An RFQ will be posted to GSA with a brand-name, limited sources justification, under the authority of FAR 8.405-6(b), Item peculiar to one manufacturer.� The planned award is no later than Q1FY21. It is anticipated that the resultant order off a Federal Supply Schedule will include the following open market items: Custom Zeus Plug-ins; Travel to Yuma, AZ for Installation Services and Training; Labor for Installation Services; Training in Yuma, AZ; and Annual 24X7 Phone and Email Support for Zeus Software. In accordance with FAR 8.402(f)(1), this presolicitation synopsis hereby satisfies the acquisition regulation of publicizing open market items that will be included on a delivery order issued off a Federal Supply Schedule. � Disclaimer THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
