Pre-solicitation Notice and Draft Technical Documents for N61340-20-R-0075 � AV8B DMRT-WSTs Operational Flight Program (OFP) H6.2/H7.0/H7.1 Upgrades Pre-Solicitation Notice for N61340-20-R-0075 The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to upgrade (2) AV-8B Deployable Mission Rehearsal Trainers (DMRT�s), device 2F241 to OFP H6.2 and deliver (6) DMRT OFP H6.2 modifications kits that will be used by government personnel to upgrade the remaining (6) DMRT�s internally. Additionally, to upgrade (4) DMRT�s to OFP H7.0/7.1 and deliver (4) H7.0/7.1 modification kits, that will be used by government personnel to upgrade the remaining (4) DMRT�s internally. The Draft SOW, SPEC and CDRLs will be made available to interested parties under the TSC IV contract. Feedback or questions should be submitted to both Sara Robinson and Alana Nunez-Bennett NLT than 18 August 2020 at 2:00PM EST. Initially, the Government posted a Sources Sought Notice on 17 December 2019 for the upgrade of AV-8B DMRTs OFP H.62 Upgrade. The Program Sponsor determined that the planned acquisition strategy was not viable due to fleet levied schedule requirements and funding availability. The most expeditious and cost efficient way to bring the DMRTs into concurrency with operational aircraft was to incorporate H6.2 Operational Flight Program (OFP) requirements with H7.1. A follow-on SSN was issued regarding an upgrade to H7.1 for both DMRT and the WST trainers. The Sources Sought Notice for the OFP H7.0/7.1 upgrade on the AV-8B DMRTs and WSTs 20 Feb 2020 to 6 March 2020. The Government incorporated H6.2 Operational Flight Program (OFP) requirements with this effort. In response to the change in requirements, the SSN for H7.1 was extended via sam.BETA.gov on 12 March 2020 with an updated response date of 17 March 2020.� ACQUISITION APPROACH: Based on the results from the sources sought notices, the Government intends to award a Firm-Fixed Price Delivery Order as a Small Business set-aside under TSC IV. The tentative timeframe for RFP release is September 2020. The NAICS code is 333318, with a size standard of 1,000 employees. This notice does not constitute an invitation for proposals or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. Responses in any form are not offers and the Government is under no obligation to respond to questions/feedback, nor award a contract because of this announcement.
