- Punxsutawney Sediment Removal and Concrete Channel Repair Synopsis The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement to repair an existing concrete slab under the Mahoning Street Bridge (State Route 36) and to remove sediment within Mahoning Creek, Punxsutawney Local Flood Protection Project, located in Punxsutawney, Jefferson County, Pennsylvania. The major features of the requirements are identified below: The overall contract scope of work requires the removal and replacement of the entire 8-inch thick reinforced concrete slab within the Mahoning Creek in Punxsutawney, Jefferson County, Pennsylvania, and restoring the area to the originally constructed conditions.� Concrete pad area is approximately 110' x 110' and is within the channel of the Punxsutawney Local Flood Protection Project.� Access to the work area is anticipated via a 10-foot wide alley located off of State Route 36 which leads to the levee.� An existing ramp provides access over top the levee and into the channel.� A temporary access road along the left side of channel may be required to allow safe ingress/egress to the work area.� During concrete removal and replacement, installation of temporary stream flow diversion structures will be required and must be maintained.� Site restoration may include bituminous asphalt replacement along alley and along levee crest, concrete curb replacement along parking lot, and seeding and mulching of disturbed areas.� Additionally, the project will include the restoration of stone scour protection upstream of the concrete slab to the originally construction conditions and removal and disposal of shoaling material within the channel at the work area.� All material removed must be disposed at a properly permitted facility. The sediment and vegetation removal work will consist of the removal of approximately 9,990 cubic yards of accumulated sediment within Mahoning Creek to restore the channel to as-built conditions.� Along the length of the channel there are herbaceous vegetated sediment deposits varying in width and depth.� These sediment deposits are to be sampled, removed, and disposed of in accordance with current State and Federal regulations.� Generally described, the work area begins at an abandoned bridge pier near the confluence of Elk Run and ends downstream at the Indiana Street Bridge. Current proposed site access will be obtained via existing access ramps into the channel at the end of Elk Street, an alleyway off of State Route 36, and at the end of South Gilpin Street. The work shall be completed within 365 calendar days after receipt of the written Notice to Proceed. The estimated cost of the proposed work is between $1,000,000.00 and $5,000,000.00. This acquisition will be will procured as a 100% Small Business Set-Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract.� All responsible bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 14 July 2020, online through beta.SAM (beta.sam.gov); therefore, requests for hardcopies of the solicitation will not be honored. Contractors MUST be registered in the System for Award Management (SAM) BEFORE SUBMITTING A BID ON THIS SOLICITATION (go to https://www.sam.gov to register). Please be aware that SAM requires a Notarized Statement as part of their registration and renewal process. This process could take more than ten (10) days.
