- Description
- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for engineering services in support of training of Modeling and Simulation software suite developed by T. Carroll & Associates. The NAICS code is 541330 and the Product/Service Code is R425. The proposed purchase order is being solicited on a sole-source basis to T. Carroll & Associates, Inc. The proposed action is for engineering services in support of a Modeling and Simulation software suite developed by T. Carroll & Associates for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: T. Carroll & Associates is the developer of the software and the only company that has the proprietary information for providing the support, which includes vulnerability assessments and training. The NSWCCD intends to award a firm fixed-price purchase order to T. Carroll & Associates using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 06 August 2020. This notice of intent is NOT a request for competitive proposals. However, all responses received by 06 August 2020 at 10:00 AM EST will be considered by the Government. Any questions must be received via e-mail by 30 July 2020 at 10:00 AM EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
