- *****Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort.� No award will be made until funds are available.� The Government reserves the right to cancel this special notice, either before or after the closing date.� In the event the Government cancels this notice, the Government has no obligation to reimburse an offeror for any costs.�***** On behalf of Air Force Special Operations Command (AFSOC) at Hurlburt Field, FL, the 1st Special Operations Contracting Squadron/PKC intends to issue a sole source contract using Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) to Questionmark Corporation, 35 Nutmeg Drive, Trumbull, CT 06611. This requirement is a renewal to items procured under contract FA441719PA005 for Managed OnPremise Software Support Plan. The Software and Support Plan renewal is critical to the functionality of the 505th Training Squadron at Hurlburt Field, FL and is an integral part of the electronic testing of military students at the Air Operations Center Field Training Unit. Questionmark Corporation is the only vendor that can provide testing services for over 1200 students annually that maintains a database with more than 2500 test questions and provides the required data analysis that is both FIPS 199* compliant and FEDRAMP approved for the 505th TRS closed network. The period of performance for this requirement is 12 months, starting 19 August 2020. This is not a request for competitive quotation; a solicitation will not be issued. All responses received in writing within three days after date of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the supplies/services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement.
