Description
The Millennium Challenge Corporation (�MCC�) is a U.S. Government agency focused on assisting countries dedicated to good governance, economic freedom, and investment in people. The Government of Burkina Faso (�Government�) has applied for grant funding from MCC, called a �Compact�, and intends to apply a part of the proceeds of that funding to payments for contracts for goods, works and services. In order to facilitate the development of the potential Compact, MCC and the Government signed a Compact Development Funding Agreement, dated April 20, 2018, as amended (the �CDF Agreement�) through which MCC granted US $11,310,000 to the Government. Subject to the terms and conditions of the CDF Agreement, the potential Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds available under the CDF Agreement and the potential Compact to finance professional procurement agent services from a legally constituted firm (�Procurement Agent� or �Consultant�) to assist the Government with the implementation of the Compact program in a transparent and sound manner. The Procurement Agent will provide such support in accordance with the terms and conditions set forth in an agreement (the �Procurement Agent Agreement�), a form of which is attached to this Request for Proposals (�RFP�) in Section VI. The proposed Compact tentatively includes investment from MCC of approximately US $450,000,000, as well as contribution from the Government of US $50,110,795 (the �Government Contribution�). The Compact consists of three projects: the Strengthening Electricity Sector Effectiveness Project, Cost-Effective and Reliable Energy Supply Project and the Electricity Grid Development and Access Project. The Compact will include a variety of procurements for three Projects, which will be competed through open international procurement procedures following MCC�s Program Procurement Guidelines (www.mcc.gov/ppg). The proposed Procurement Agent services are required to support these and all other aspects of the Compact. This RFP, follows the General Procurement Notice that appeared in dgMarket on June 22, 2020, UNDB Online on June 27, 2020, in www.ucfburkina.org on June 22, 2020 and in the local press, �L�Observateur Paalga� and �Le Pays� on June 26, 2020. In issuing this RFP, the Government is represented by Unit� de Coordination de la Formulation du Second Compact du Burkina Faso (�UCF�), established by Decree N� 2017-210 dated April 19, 2017, to act on behalf of the Government with respect to the potential Compact and the CDF Agreement. The UCF will continue until such time as the Government establishes the Millennium Challenge Account Burkina Faso II (�MCA-Burkina Faso II�) to serve as the accountable entity for implementing the Compact. Prior to the establishment of MCA-Burkina Faso II, any references to actions taken or rights received by MCA-Burkina Faso II in this RFP, including in the Form of Contract, shall be taken or received by UCF on behalf of the Government, and any references herein to MCA-Burkina Faso II shall be deemed to mean the UCF during this period. The UCF now invites proposals from legally constituted consulting firms and other organizations to provide the Procurement Agent services (�Proposals�). More details on these services are provided in the Terms of Reference in Section V of RFP. This RFP is open to all eligible entities (�Consultants�) who wish to respond. Subject to restrictions noted in the RFP, consultants may associate with other consultants to enhance their capacity to successfully carry out the assignment. The UCF requires the services of the Procurement Agent (�PA�) for a base period of twelve (12) months at a fixed price. Thereafter, the UCF will require six 12-month option periods at a fixed price. However, the final option period may be more or less than 12 months and will include a 120-day period after the expiration of the Compact. For purposes of preparing proposals, Consultants should assume that the final option period will be for full 12 months from the time of contract effectiveness. If this period comes out to be of a duration other than 12 months, the payment for this period will be adjusted on a pro-rata basis at the time the first option period is exercised. A Consultant will be selected under the Quality and Cost-Based Selection (�QCBS�) method, an evaluation procedure that is described in sections of the RFP in accordance with the �MCC Program Procurement Guidelines� provided on the MCC website (www.mcc.gov/ppg). Please note that a Pre-Proposal Conference will be held on August 07nd, 2020 at 01.00 pm Burkina time (GMT+00) as described in the Proposal Data Sheet (�PDS�), Section II of this RFP. Attendance at the Pre-Proposal Conference is not mandatory but is strongly advised for all interested Consultants and their representatives.
