Description
Sources Sought Notice (SSN):� This announcement constitutes a Sources Sought Notice for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. This SSN is for information and planning purposes to identify qualified and experienced sources for an anticipated single award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with firm-fixed-price clauses and provisions under NAICS code 541330, Engineering Services. The size standards in number of millions of dollars is $16.5. This is a market research tool used to determine market capability and solutions as well as the availability and adequacy of potential small businesses prior to determining the method of acquisition and issuance of award. The Department of the Navy�s Military Sealift Command (MSC) has a requirement for a contractor to provide new and revised engineering drawings for ships of the fleet. MSC requires contracted expert survey, drafting, and production drawing support to fulfill its commitments in a timely manner. These new and revised drawings, diagrams, and sketches are required to be drawn in an electronic format and plotted in full size and color. Drawing reproduction and conversion services are also required. The contractor will also be required to provide engineering analysis/calculations, ship checks, engineering system design, and professional AutoCAD drafting. Additional information can be found in the draft Performance Work Statement (PWS) attached to this SSN. History: This is a not new requirement. The previous contract is a single award IDIQ contract with firm-fixed-price clauses and provisions and is currently being satisfied under contract N3220516D2011. Anticipated Places of Performance: Contractor is required to perform at the contractor�s facility, various locations worldwide as specified by the TO and onboard MSC vessels unless shop work is authorized, necessary, and/or required.� Vessels will be either moored at a Government Facility, located in a Commercial Repair Facility, or underway.� In most cases, the contractor will have to perform work aboard the vessel while the vessel is in a commercial repair facility.� The work will be required to be performed in various CONUS and OCONUS locations. Typical places of performance include, but are not limited to the following: Boston MA; Philadelphia, PA; Norfolk, Virginia; Charleston, South Carolina; Seattle, Washington; Portland, Oregon; San Francisco, California; San Diego, California; Honolulu, Hawaii; Guam; Subic Bay, Philippines; Singapore; Yokosuka, Japan; Sasebo, Japan; Bahrain; Jebel-Ali, United Arab Emirates; Duqm, Oman; Naples, Italy; and Rejika, Croatia. MSC is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that will provide qualified contractors to provide the required services in the areas noted in the attached draft PWS. Responses to this SSN shall include the following information in this format: Company name, address, point of contact name, phone number, and email address. � Contractor and Government Entity (CAGE) Code. � Other Government vehicles (contracts) that MSC may issue orders for the required services. (ie. GSA, etc.). � Size of business - Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Woman-Owned Business, Veteran-Owned and/or Service Disabled Veteran-Owned Business. � Capability statement displaying the following: � Vendor�s ability to perform the required tasks in the draft PWS Section 2.0 Specific Tasks. � Past performance information for three (3) contracts. � Include in the past performance information the contract numbers, dollar value, scope of the requirement, and period of performance for the three (3) contracts referenced in the response to this SSN. � Include only past performance information for contracts that have been completed within the last five (5) years. � Identify in which areas of the typical places of performance listed above that the vendor will be able to provide the required supplies or services. � Proof that the vendor currently has a facility clearance level of SECRET or the ability to obtain one prior to award of a potential contract. � Please include any questions or concerns you have in regards to this requirement. � Alternative solutions proposed, including solution literature. � Include any other supporting documentation. Submissions are to be no more than 10 pages and no less than 12 point font. Responses should be emailed to amanda.fils-aime@navy.mil, mary.mcnair@navy.mil, william.lucenta@navy.mil, and david.g.foster@navy.mil by 07 August 2020 at 1500 Eastern Time. Again, this is not a request for a proposal and in accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. �Respondents will not be notified of the results. The Government does not intend on answering any questions submitted in regards to this SSN. Questions will be considered up until the closing date of the SSN and will be taken into consideration if a formal solicitation is developed. Please note the information within this SSN may change prior to an official synopsis/solicitation, if any.
