- 7/24/2020:� Reference Sources Sought Notice�#N63394-20-Q-0049 for Fingerprinting Service, this Sources Sought Notice is being posted to update the Statement of Work (SOW) to include the requirement the vendor must have a worldwide network of stationary live scan collection sites.��� MARKET SURVEY � Request for Information (RFI):� The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) issues this Sources Sought Notice as a means of conducting market research to identify interested parties for this requirement.� This Sources Sought Notice is focused on identifying capabilities in the market place and resources to support this requirement, as well as obtaining related technical information for the procurement of the items listed below. The result of this market research will contribute to determining the method of procurement.� The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561611, with a Small Business Size Standard of $22 Million.� Product/Service Code is R615. The envisioned item anticipated to be procured from a contractor as a result of a potential future solicitation is identified below. Provide for electronic fingerprinting of all new hires and interns for NSWC PHD using the Office of Personnel (OPM) approved Secured Web Fingerprint Transmission PLUS (SWFT PLUS) in support of background investigations for a Base plus four option years, IAW the attached Statement of Work (SOW). Requested Information:� The Navy requests the following information from parties interested in responding to this Sources Sought Notice: Company Name, Address, CAGE Code, DUNS. Response Point of Contact name, telephone number, email address, and website URL. Tailored Information describing company capabilities, resources, experience, and product lines that demonstrate an ability to provide the items described above. Business Size, Special Size Sub-Category, and Type of Ownership for the Company. Rough Order of Magnitude (ROM) cost estimate to provide the items in the quantity described above. Feedback and questions regarding the feasibility or challenges for providing the items described above. Information regarding the commerciality of the items described above. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the Government.� The Government will evaluate market information to ascertain potential market capacity to: Provide supplies consistent in scope and scale with those described in this notice and ����� otherwise anticipate � Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. STATEMENT OF WORK FOR NAVAL SURFACE WARFARE CENTER, PORT HUENEME DIVISION FINGERPRINTING SERVICE INTRODUCTION Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), as part of the security requirements for employment, prospective employees and interns is required to submit electronic fingerprint using the Office of Personnel Management (OPM) approved Secured Web Fingerprint Transmission PLUS (SWFT PLUS) in support of their background investigation per NAVADMIN 152/19.� The vendor must have performed the Federal Information Systems Management Act readiness assessment and have an ISO 9001:2015 Quality Management System certification. SCOPE As part of the security requirements for employment at Naval Surface Warfare Center, Port Hueneme Division, prospective employees and interns are required to submit fingerprints in support of their background investigation.� This task requires NSWCPHD to collect electronic fingerprints and be able to save the prints in the required format for submission via SWFT PLUS.� The vendor is required to provide live scan fingerprinting and file transmission.� Submitting fingerprints electronically provides improved image quality, reduced rejection rates and faster processing time.� The vendor must be authorized by the Federal Bureau of Investigation (FBI) as a private channeler; allowing the vendor to submit fingerprints and receive the results directly from the FBI.� The vendor must be ISO 9001:2015; Quality Management System certified with twenty-one distinct internal processes that contain systemic quality controls to ensure strict quality standards �met in every fingerprinting service provided. DOCUMENTS � Defense Security Service Electronic Fingerprint Capture Options Office of� Personnel Management Fingerprint Transaction System- 2018 Jan 19 ISO 9001:2008, Quality Management System NAVADMIN 152/19, R0314532 JUL 19: SUBJ/Discontinue Fingerprint Submissions for Background Investigations// � DESCRIPTION OF WORK The vendor must have a worldwide network of stationary live scan collection sites with the capabilities of capturing fingerprints and processing in the required format to meet OPM, SWFT PLUS and FBI requirements.� The vendor will be required to collect up to 200 electronic fingerprints (live scan) per year and save each individual file in the required format to meet SWFT PLUS, Office of Personnel Management and Federal Bureau of Investigation standards, per NAVADMIN 152/19. �The vendor will provide an electronic fingerprinting process known as live scan fingerprinting solution that includes all equipment (hardware, software, firmware, facilities, personnel, services, security, support and all other expenses) required in producing safe and secure electronic fingerprinting applicant services.�� Vendor will provide an intuitive, easy-to-use interface website for electronic scheduling of appointments for fingerprinting.� This site will be available 24-hours a day, 7 days a week, in English and Spanish.� Electronic scheduling of appointments and verification of an individual at the appointment with be with two forms of identification. � Acceptable primary identification include: State-issued driver's license; State-issued non-driver identity; United States passport; Military identification card; Work visa with photograph; Foreign passport; Department of Defense Common Access Card; or Foreign driver's license. � An acceptable secondary form of identification includes: Bank statement; Paycheck stub; Utility bill; Credit card/debit card; Marriage certificate; Birth certificate; School identification card with photograph; Vehicle registration or title; Voter registration card; Draft Record; Social Security Card; Transportation Worker ID Credential (TWIC Card); Certificate of Citizenship; Certificate of Naturalization; Native American tribal document; or Permanent Resident Card (I-551).� Naval Surface Warfare Center, Port Hueneme Division has the potential to process up to 200 prospective new hires and interns annually, who are geographically dispersed all around the United States, District of Columbia and Puerto Rico.� These prospective new hires and interns will be required to get their fingerprints taken as part of the background investigation and security clearance adjudication process.� The vendor must have a worldwide network of stationary live scan collection sites with the capabilities of capturing fingerprints and processing in the required format to meet OPM, SWFT PLUS and FBI requirements.� If a customer or the vendor receives notification that submitted fingerprints were not legible, vendor will re-scan at no cost. Naval Surface Warfare Center, Port Hueneme Division, Personnel Security will require a monthly report from vendor to include the number of live scan fingerprints scheduled, collected, processed, uploaded and rejected by region. GOVERNMENT / VENDOR RELATIONSHIP � The services provided under this order are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the order between the Government and the vendor�s personnel.� 6.0������ PERIOD OF PERFORMANCE The base period of performance shall be from award of the order through 12 months after award.� The order will contain four (4) option periods of 12 months each that may be exercise solely at the discretion of the Government.
